The influence of social media on our society is obvious, and the "Kao-bei" (靠北) community appeared on Facebook since 2014 have triggered a phenomenon of complaining their superior officers online in the R.O.C. Army. Given the openness and anonymity of online communities, there is a huge impact on army company commanders’ perception of leadership and management; even the internal operations of the R.O.C. Army cannot be exempted from that impact. This study is based on the angle of army company commanders. Through the approach of "Institutional Ethnography", this research attempts to understand the power relations in the military, by listening directly from our company commanders of their experience and difficulties; and help them to realize their roles among this overwhelming flood of online complaints. From the perspective of institutional ethnography, the results of this study are as follows: First of all, what have included in the cause of the phenomenon of "Kao-bei Officers" (靠北長官) are not just the abusive leadership of the company commanders; it also includes the public image of the military, the organizational culture of the armed forces, and the operation of the counter-intelligence branch in the military, of which is part of the “transitional justice” movement in Taiwan to protect the rights of soldiers. Secondly, although the grievance system of the military is fine, it still falls short of the expectation of our soldiers, who want the system more accessible and competent, and are asking for anonymity when registering complaints. Finally, it is right to demand company commanders to take good care of the rights of their subordinates; but by merely doing so, we are still unable to reverse the negative public image of the military forces; what we need also is to improve the organizational problems of the military forces; and through the test of time can we build up for our military forces a good reputation among the people. This study believes that the phenomenon of "Kao-bei Officer" (靠北長官) has brought about a profound change in the military life of most of the members of the R.O.C. Army. Even though they are in different positions, they all aim to improving the image of the R.O.C. Army damaged in the old authoritarian era and continuing to prove to the world that the R.O.C. Army is a national army that serves the people. In conclusion, our officers and soldiers should understand each other’s difficulties in the military organization, so that they can sustain human rights in the military and improve training quality, to meet the expectation of the people.
