本研究討論各國際組織氣候基金與綠色金融的作法和發展重點項目。從資金籌措的角度分析個案銀行的財務策略，並檢視我國過去海外投資者的考量條件。結合策略工具，對個案銀行的外部環境和內部資源理論、網絡定位理論進行分析，以及事業策略形態、SWOT 分析。最後，綜合我國投資業者及國內金融機構、個案銀行內部組織策略，建議個案銀行應充分利用其國際網絡定位關係的競爭優勢，積極整合多邊資源並制定區域策略。
針對我國業者在中美洲投資的痛點和策略選擇，提出建立價值整合資源平台的建議，以創造永續新商機及綠色投融資機會。此平台應具備以下功能：提供綠色創新資訊、設計低門檻資金借貸方案、增強公私部門合作、結合永續指標和碳權抵換、制定聯合推廣策略、協助中美洲國家建立次要供應鏈、整合專業人才與培訓、透明化更新計畫成果、以及擴大與國際組織合作。通過這些方案，個案銀行方能有效支持我國企業在中美洲的投資，促進當地經濟發展，同時實現企業的核心利益和永續發展目標。

This study discusses the approaches and key development projects of climate funds and green finance by various international organizations. It analyzes the financial strategies of case banks from the perspective of fundraising and review the considerations of taiwanese investors in overseas. Using strategic tools, the study analyzes the external environment and internal Based-Resources theories, Network Positioning theory, Business Strategic Posture analysis, SWOT analysis of the case bank. Finally, by integrating the strategies of our investors and domestic financial institutions with the internal organizational strategies of the case bank, the study recommends that the case bank should fully utilize its competitive advantage in international network positioning relationships, actively integrate multilateral resources, and formulate regional strategies.
Addressing the pain points and strategic choices by our investors who heads for Central America, the study suggests establishing a value-integrated resource platform to create sustainable new business opportunities and green investment and financing opportunities. This platform should have the following functions: providing green innovation information, designing low-threshold funding schemes, enhancing public-private sector cooperation, integrating sustainability indicators and carbon credit offsets, formulating joint promotion strategies, assisting Central American countries in establishing secondary supply chains, integrating professional talent and training, transparently updating project outcomes, and expanding cooperation with international organizations. Through these initiatives, the case bank can effectively support our enterprises' investments in Central America, promote local economic development, and achieve the core interests and sustainable development goals of the enterprises.
