  • 本研究旨在探討公共圖書館在遭遇 COVID-19 疫情等重大衝擊時,如何建構與強化數位韌性,以降低衝擊所帶來的影響並維持服務運作,進而協助整體國家社會邁向聯合國永續發展目標。隨著數位時代的變遷與環境中疫情的衝擊,公共圖書館面臨數位轉型的壓力,數位韌性成為協助圖書館適應變動、轉化危機並維持穩定服務的能力。
    本研究採用文獻分析法、個案研究法與深度訪談法,研究對象涵蓋國內與國外共五間代表性的公共圖書館,透過數位韌性的五種能耐:機構能耐、網絡能耐、互動能耐、適應能耐與多元化發展能耐,深入分析各館在危機中的應變策略與實際作為。
    綜合研究發現,公共圖書館的數位韌性是五種能耐相互作用的結果,公共圖書館透過這五種能耐,能夠打破實體空間的限制,建立實體與線上並行混合服務模式,並將資料分析用作營運基礎。而在疫情期間,公共圖書館超越了資訊提供者的框架,扮演多元角色成為承接社會需求的重要場域,國內圖書館偏重於教育推廣、數位學習資源建置與結合科技提升服務;國外圖書館則將服務延伸至社會福利、公共衛生及心理健康等領域,以弭平數位落差。其後,各館並未將疫情衝擊視為一次性事件,而是將疫情期間的應對經驗,轉化為圖書館長期發展與永續經營的基礎。
    最後,本研究提出短、中、長期發展策略,以供面對突如其來的外部衝擊時,以及公共圖書館在後疫情時代推動數位轉型、加深跨機構合作,作為發展數位韌性實務規劃之參考。
