本論文探討中華人民共和國的政治話語如何形塑中國在自主武器系統(AWS)發展方面的法律與倫理方針。既有文獻已指出,儘管中國在國際上倡導對自主武器系統進行規範,但在國內卻正積極發展相關技術,並將其視為實現戰略目標的關鍵因素。研究人員已針對自主武器系統發展引發的全球辯論與關切,以及中國在此領域的野心,提供了深入見解。然而,既有文獻尚未闡明中國政治話語如何作為工具,在國際與國內層面的AWS辯論中發揮作用。本研究旨在探討中國政治話語與中國在AWS議題上全球及國內立場之間的互動關係。
本研究運用31份關鍵文件:國際語料庫15份,國內語料庫16份。每份文件均透過質性話語分析進行仔細分析,並依據母碼逐行進行編碼。
本論文的重點在於探討中國如何運用政治話語作為策略,以維持其在人工智慧服務(AWS)領域的雙重立場:一方面展現對國際規制的承諾,另一方面則保留國內靈活性,以便按照自身條件治理人工智慧服務。透過對這兩個層面的比較,作者提出核心論點:中國關於人工智慧服務的話語是經過精心設計以配合受眾需求的,這是一種有意的對沖策略。本研究對於深化對中國人工智慧戰略的理解,以及探討建立人工智慧全球治理所面臨的挑戰至關重要,特別是關於大國如何形塑國際規範,以及基於話語的治理所面臨的限制。
This thesis examines how PRC political discourse shapes China’s legal and ethical approach to the development of autonomous weapon systems (AWS). Previous literature has established that, while China advocates for AWS regulation internationally; they are aggressively developing AWS technology domestically. China views such AWS technology as critical to achieving their strategic goals. Researchers have given us an understanding of global debates and concerns towards AWS development, as well as China’s AWS ambitions. What the literature has failed to establish is how PRC political discourse functions as an instrument in AWS debates across the international and domestic arena. This research project aims to address the interaction between PRC political discourse of China’s global and domestic position on AWS.
This project utilizes 31 key documents: 15 for the international corpus and 16 for the domestic corpus. Each document was carefully analyzed through qualitative discourse analysis
and coded line by line based on parent codes.
The focus of this research is to examine how the PRC employs political discourse as a strategy to maintain its dual AWS posture. Through a comparison of the two arenas, the author makes the central claim that the PRC's discourse on AWS is carefully tailored to its audience as an intentional hedging strategy, allowing China to project commitment to international regulation while preserving the domestic flexibility to govern AWS on its own terms. The research conducted in this project is important for advancing understanding of China’s AI strategy, and the challenges in developing global governance of AI, especially regarding how major powers shape international regulation and the limits of discourse-based governance.
