本文依地理位置、地緣政治及特殊聯結因素等三要項，先界定東北亞體系之範圍。隨後提出東北亞區域體系之演變過程:自第二次世界大戰結束後所形成之雅爾達體系、兩極對抗之冷戰體系、戰略三角體系、及四角關係體系，探討其形成之因素、體系之特徵、運作模式、及對區域穩定之影響。並就所歸納之區域問題，演繹出解決之方案。

東北亞區域體系長期受到美國與蘇聯之支配，其支配之範圍包含政治、經濟、軍事等重要部門，區域內之從屬國家盡皆籠罩於該兩個超級強權之影響力之下。但自八○年代起，冷戰稍見緩和，中共挾其核武戰略力量與地緣政治利益，日本則挾其雄厚之經濟實力，東北亞區域體系轉變為多極化、多元化之競爭型態，區域內各國的自主行動權愈見增強。其積極意義在於區域內互動關係趨於活絡，各國間之關係逐漸朝緩和的方向進行。但負面的意義則為，各國對本身的國家利益念形重視，導致對國家主權控制程度的增強。這在新區域主義興起的時代中，是相當不利的發展。各國不顧放棄部份決策權力，以促成整合或高層次國際合作實現的現象，勢將無法有效達成「經濟互補」及「安全互利」之共利目標。

南、北韓軍備競賽問題牽涉到本區四個區域強權間的互動關係。該問題的解決需要美、蘇、中共、日本四強的合作與協商，以期擬出一個令各方皆能接受的方案;日、蘇間北方四島的領土主權糾紛亦非單純的雙邊問題，美國在該問題上有其戰略利益之考量，而蘇聯亦因該問題牽涉其他領土主權之糾紛，而有所顧忌;日本在成為經濟大國後，隨之有擴充軍備的企圖，因而引起中共之抗議，亦引發鄰近國家緊張的氣氛，面對日本政府逐漸增強的擴軍決心，東北亞地區成為最直接遭受威脅的區域;中共軍事現代化將促成中共擁有近海打擊能力，亦嚴重影響東北亞區域的穩定;蘇聯推動開放政策的決心是否夠堅強?各國對於引導或接納蘇聯與北韓進入太平洋經貿體系之意願是否夠高?這些問題深深地影響東北亞區域體系的穩定。欲解決這些困擾該體系之問題，須要在兼顧各國強調國家主權的意識下，研擬出適當的解決方案。

區域性國際合作計畫與區域性國際組織之建構，應可提供現階段解決區域內問題之方法。本文所提之區域性國際合作係採整體性之多國合作計畫之觀念，而非區域主義理論所採取之超國家意識觀念下，要求各國須轉移部份決策權力至超國家機構之國際合作。本文之區域國際合作計畫並不要求成立超國家決策機構，因為東北亞區域各國尚未具備類似西歐國家之超國家意識，區域內各國對於國家主權之概念仍甚為強烈，各國尚無放棄部份主權之準備，因此區域國際合作計畫自始至終皆以國家單位為設計之主體。此純係配合東北亞區域之現實因素，而研擬之務實方案。

除區域國際合作計畫外，區域性國際組織的建構對於解決區域內之問題亦具有相當積極的效果。國際組織可做為輔助國家解決彼此衝突的工具，各國透過國際組織協調政策之差異，逐步形成合作的共識，以建立較為和諧的環境，為未來的整合工作做先導性的基礎建設。
