本碩士論文探討並比較2016年至2024年間影響科索沃與臺灣外交政策的國內與國際制約。研究聚焦於兩個國際承認有限的爭議性國家，儘管兩者具有不同的歷史與地緣政治背景，其外交政策行為皆受到國家認同與國際結盟的影響。本研究採用質性比較個案研究方法，結合建構主義與聯盟庇護理論，分析國家認同以及對較強大國家的依賴如何影響兩者的外交政策選擇。研究結果顯示，科索沃與臺灣皆依賴國家認同及美國的支持，以減輕其因爭議性國家地位而在國際社會中所面臨的限制。研究最後指出，爭議性國家並非國際社會中的被動行動者；儘管受到結構性限制，兩者仍具備相當程度的能動性，並積極追求安全、合法性與國際承認。

This master’s thesis looks at and compares the domestic and international constraints that shape the foreign policies of Kosovo and Taiwan between 2016 and 2024. It examines two contested states with limited international recognition that, despite different historical and geopolitical contexts, share the role of national identity and international alignment in their foreign policy behavior. Through a qualitative comparative case study approach, it combines constructivism and alliance shelter theory to examine how identity and dependence on stronger powers influence their policy choices. Its findings indicate that both Kosovo and Taiwan rely on national identity and US support to mitigate the constraints they face due to their contested statehood in the international society. It concludes that contested states are not passive actors in international society; rather, they maintain substantial agency in their pursuit of security, legitimacy, and international recognition despite their constraints.
