論文提要

本文以政黨財務為研究主題，探討民主政治競爭過程中，有關政治金錢收支及其流弊，與流弊之遏制等問題。

第一章導論 首先探討政黨與民主政治間的關係，並確定政黨財務研究之對象與類型；其次闡析政治金錢的特性與其流弊，從而確認民主政治下，政黨財務研究之重要性；最後則說明本論文的研究目的、方法與資料的處理。

第二章政黨支出 首先比較各體系內政黨支出之規模；其次從支出類型之角度觀察政黨支出；繼而試析影響政黨支出之諸相關因素，再闡明政黨支出與選舉結果及政黨平時功能實現之關係。

第三章政黨收入 以內部收入和外部收入作為政黨收入的兩個主要類型，分別介紹各體系政黨收入之各種來源與手段，再分析各種收入來源與捐受行為在政治運作上所造成的影響及後果。

第四章財務改革 以政黨收支之分析為基礎，配以檢討各體系政黨財務改革之經驗，試圖找尋出合理而有效的政黨財務改革途徑。

第五章結論 總結全文，並試擬政黨財務改革之道。

政黨財務雖非新的研究主題，但由於資料之不易獲取，一向少人問津；而過去有關政黨財務之研究多以單一政黨或國家為研究之對象，其內容則以龐雜令人目眩之數字資料為特色。至於統合各方面之相關資料而歸納政黨財務之類型與趨勢者，則屬少見．本文一則限於資料之散亂不齊，一則由於筆者初次嘗試論文之寫作，實有力不從心之感，

論文之中膚淺粗疏，甚至誤謬之處在所難免，敬請師長先進指正。
