無人系統在俄烏戰爭中的快速擴散,已從根本上改變了現代戰爭型態,然而許多專業軍隊仍未準備好將這些作戰經驗轉化為連貫的教條與能力發展。雖然烏克蘭武裝部隊已廣泛記錄了第一人稱視角攻擊行動、電子戰反制措施,以及前線各類無人系統整合戰術,但這些概念在海上環境中的操作與環境可轉移性,仍嚴重缺乏深入研究。
本研究採用質性比較分析框架,評估2024–2026年間烏克蘭武裝部隊無人機與反無人機系統的運用,結合實務人員訪談的一手資料,以及對戰術行動、組織架構與多層防禦體系的大量二手分析。分析顯示,烏克蘭武裝部隊的效能並非僅來自技術本身,而是源自具韌性的情報監視偵察至打擊生態系統、多層次動能與非動能結合的反無人機防禦架構,以及能在持續電磁對抗環境下維持適應能力的分散式作戰系統。
研究發現,這些較廣泛的作戰原則對中華民國國軍具有中度可轉移性。然而,臺灣的島嶼地理、密集電磁環境、山地地形、海洋暴露特性以及有限的戰略縱深,意味著必須進行大幅調整,特別是在自主平台、網狀網路通訊、地形適應導航,以及整合無人機與無人水面載具的海上拒止架構等方面。
本研究為臺灣海峽非對稱戰爭提供了一個可擴展的分析框架,同時挑戰了對無人機戰爭的技術決定論解釋,並強調在高強度對抗條件下,機構適應能力、分散式指揮架構與組織韌性,才是有效整合無人系統的核心要素。
The rapid proliferation of unmanned systems technology (US) during the Russo-Ukrainian War has fundamentally transformed modern combat, yet many professional militaries remain unprepared to translate these operational lessons into coherent doctrine and capability development. While the Armed Forces of Ukraine (AFU) have extensively documented first-person view (FPV) strike operations, electronic warfare (EW) countermeasures, and integrated unmanned tactics across the frontline, the operational and environmental transferability of these concepts to remains critically under-examined. This study employs a qualitative comparative analysis framework to evaluate the employment of AFU unmanned aerial vehicle (UAV) and counter-UAV (C-UAV) systems during the 2024–2026 period, integrating primary data from a practitioner interview with extensive secondary analysis of tactical operations, organizational structures, and layered defensive architectures.
The analysis reveals that AFU effectiveness derives not from technology alone, but from the integration of resilient ISR-to-strike ecosystems, multi-layered C-UAV defense structures combining kinetic and non-kinetic measures, and decentralized operational systems capable of sustaining adaptation under persistent electromagnetic contestation. Findings indicate moderate transferability of broader operational principles to the Republic of China Armed Forces, though Taiwan's island geography, dense electromagnetic environment, mountainous terrain, maritime exposure, and limited strategic depth require substantial adaptation, particularly regarding autonomous platforms, mesh-network communications, terrain-adaptive navigation, and integrated UAV-unmanned surface vehicle (USV) maritime denial architectures. This research provides a scalable analytical framework for asymmetric warfare in the Taiwan Strait while challenging technologically deterministic interpretations of drone warfare.
