我國的都市發展是以土地利用計畫和土地使用分區管制規則從事平面的土地分區和使用管制。在現代都市人口聚集的壓力和建築技術改進的配合下，都市內建築物有高層化的趨勢，平面的土地使用分區管制方式已不足以維護優良的都市環境。本論文認為應該實施立體的建築物使用管製，才能達到控制都市發展和提昇居住環境品質的目的，並假設由建築物樓層別的使用現況中，可以歸納出各類都市機能活動的空間使用性質，利用這種性質來修正都市內各具特性地區的土地使用分區管制規則，將使各地區的特性，得以由其區內的建築型態和樓層別使用展現，則都市計畫將可較有效地控制都市發展和環境品質。

在此論點之下，本論文首先回顧與建物使用管理相關的法規和國內文獻，並以實證調查分析為研究方法，在台北市依都市發展年代選擇具有地區特性的27個地區，從事建築物立體使用的現況調查，再由建築型態、面臨道路寬度、樓層和容積率等四個建築物的實體因素，歸納都市機能活動的空間使用性質，更進一步地，歸納出各具特性地區內都市機能活動的空間使用性質，以審視其特性。

本論文的調查結果，證明在現有都市規劃方式下，都市地區建築物嚴重地立體混雜使用，造成所有地區呈現缺乏特性、相同雜亂的景象。都市內各種機能活動在建築物的各項實體因素有其主要選擇，且在各具特性地區內會因活動本身性質而有相同或不同的選擇。因此建議(l)參考本論文研究成果中各具特性地區都市機能活動的空間使用性質，規劃都市計畫各使用分區的實質環境；(2) 參考本論文研究成果中都市機能活動的空間使用性質，修正建築物使用管理法規內有關建築物樓層別使用的條文，並在建築設計上規定出入口分離，以達到建築物有計畫地混合使用的境界。

The urban development in Taiwan area has been controlled via land use plan and zoning ordinancefor the plane surkace. With the pressure of population growth and the progress of construction techology, buildings in the city of Taipei have the tendency to enlarge their bulk and increase their height. Since zoning ordinance allows multi-useofr each use district, conrolling of land use only for the plane surface is no longerenough to maintain a good urban environment.

This studv consider that, under the circumstances，implementation of thee-dimensional buioding floor use control is the way to control urban develpment and simultaneously． to promote urban environment quality.also,the study consider that space use character for each unban activity can be induced from existing building floor use， and can be used to revise present zoning ordinance. With proper revision district character can be exhilbited through building style and building floor use in each use district,and urban development and environmental quality can be controlled more effctively by unban planning.

With the above point of discussion, firstly，the study reviewed effective laws and regulations that regulate building use and references that relate to multi-use of land or buildings in Taiwan area. Secondly.the study conducted a blilding floor use survey in 27 surveving areas in the city of Taipei.The surverying areas were chosen accordingto their district character and their development era．And finally，data collected from the survev were,analyzed by four physical characters of buildings which include building style, front road width, existing floor area ratio and building floor. To take one step ahead, data were analyzed by different use district and the four physical characters of buildings to examine their eculiarities.

The resuit of the study proved that, under present unban planning institution, buildings in the city of Taipei exhibited serious multi-use condition and caused an unban image lack of district character,In the meantime, the study found that all urban activities，in choosing their ussing space,have main choices upon the four physical characters of buildings. FUrthermo,in different use district, urban activies will choose same or different using space according to the Special characteristics of each activity.

Ihe study suggests that: (1)planning the physical environment of an urban area according to the Space use character Of urban activitieS found in the Study；(2)initiate building floor use regulation for each use district according to the space use characteristics of urban activities in different use district found in the study.
