投票有著不同於其他參與行為的獨特性，但投票參與對政府做為之影響有著那麼多的不確定性，那麼選民為什麼要投票呢？而選民投票的動機又是什麼？是情感層面的感性認同，或且是理性層面的利益計算？根據考量的不同推演出若干可驗證之假設，並使用三次不同層級的選舉加以檢驗。本文發現投票參與的意義不是單一的，情感的表達與理性的計算對多數的選民來說是混雜在一起的。
