本文共計五章十節，包括理論與實證分析兩大部份。理論部份主要探討政第配合有關之原則，並就著名學者之政策配合模型加以分析討論；實證部份試圖就台灣25年來之政策配合情形加以檢討說明。
第一章說明政策配合的歷史背景。1930年以前，內部均衡與外部均衡一向被認為無須政策之運用，前者經由市場價格機能之運行，後者經由價格黃金流動機能，均可自動達成均衡。但1930年的經濟恐慌，致使各國失業大量增加，且因工資與物價之僵硬性及各國中央銀行不願遵守競賽規則，以免加深內部的不均衡，國際金匯兌本位制度終告解體。自此以後，內外部均衡成為政策之目標，必須依賴政府政策之運用，方可達成。」。J. E. Meade在1951年即主張，以財政和貨幣政策應付國內經濟的失衡，而以匯率的調整來應付對外收支的失衡。但在現實世界裡，匯率的變動卻受到限制，R. A. Mundell於1962年提出解決辦法，如果短期國際資本受利率差異之影響而移動，則可運用貨幣政策和財政政策分別達成內外均衡。後來各國學者又將Mundell模型加以發展，產生了各種不同之模型。
第二章共分四節，詳述政策配合有關的各種原則。第一節介紹政策配合理論之基礎―固定目標學說，並與傳統的乘數分析學說相比較，指出其間之差異。前者先行設定經濟政策的目標值，然使再尋求為達成此目標值所必須的政策工具值；後者分析由外在因素決定的經濟政策工具之變化，對政策目標之影響。文中並指出固定目標學說之困難，第一、政策目標與政策工具之定義不明確；第二、政策工具與政策目標之分類不易；第三、政策目標水準之設定困難；第四、忽略了政策工具本身之福利意義；第五、忽略了資源不當分配之不良影響。第二節介紹Tinbergen法則並詳述該法則成立的二個條件，即獨立條件與數目條件。最後指出即使Tinbergen法則不成立，政策配合在理論上仍有其可能性。而且即使Tinbergen法則成立，在某些場合，並不表示適當而單一的政策配合的存在。第三節說明政策工具和政策目標之結合，詳述R.A. Mundell著名的有效市場分類原則，同時利用Mundell著名的內外均衡圖形加以解說，並指出其若干困難。第四節提出二步法則，認為若有某種時間落後，則政策配合須經嘗試與錯誤改正的程序。
第三章介紹三個模型，並指出三者之主要差異在於對資本移動原因之看法不同。R. A. Mundell假設國際資本移動只受利率差異之影響，並假設政府支出增加，將使進口增加，國際收支惡化，由此認為應以財政政策達成內部均衡，以貨幣政策達成外部均衡。H.G. Johnson假設國際資本移動受利率差異與所得之影響，以修正Mundell的結論。若以KY代表所得對資本移動之影響，以Ty代表所得對貿易差額的影響，以Ki代表利率對資本移動之影響，則H.G. Johnson的模型認為政策配合主要受KY，Ty，Ki三因素所影響。在∣KY∣>∣Ty∣，∣KY+ Ty∣>∣Ki∣之場合，應以財政政策達成外部均衡，以貨幣政策達成內部均衡；在∣KY∣<∣Ty∣，∣KY+ Ty∣>∣Ki∣之場合，應以財政政策達成內部均衡，以貨幣政策達成外部均衡；至於∣KY+ Ty∣<∣Ki∣之場合，只要同時操作各種政策工具，則任何政策配合皆可達成內外均衡。」。J.H. Levin假設資本移動為存量現象，即國內利率提高，雖然導致國際資本之流入，而產生一次為限的準備存量增加，但經由持續的利息給付，卻反而使國際收支惡化。在此種模型Mundell的有效市場分類原則並非必要。只要以貨幣政策達成內部均衡，以財政政策達成外部均衡，則可同時達成內外均衡。第三章亦分別就三種不同的模型比較，在國際收支維持不變的情況下，為提高國民所得水準，所應採取的政策配合。
第四章將台灣25年來的經濟發展過程分為四個時期，並說明其間所採取之政策配合，第一期為民國39年到44年，膨脹與赤字併存，採取財政緊縮政策與貨幣緊縮政策；第二期為民國45年到59年，接近內部均衡與盈餘併存，採取緩和的財政擴張政策與貨幣擴張政策；第三期為民國60年到62年，膨脹與盈餘併存，採取財政擴張政策與貨幣緊縮政策；第四期為民國63年到64年底，蕭條與赤字併存，採取財政擴張政策與貨幣擴張政策。第三節利用台灣自民國50年到64年之資料配最小平方迥歸線，根據H.G. Johnson模型之條件與結論，似可認為台灣應以對政政策達成內部均衡，以貨幣政策達成外部均衡。理論分析指示之政策配合原則與實際配合所以略有出入，似可歸因於(1)各期所重視之政策目標，不限於經濟之內外均衡；(2)台灣之貨幣市場尚未建立，貨幣政策無抵銷性；(3)採外匯管制措施，以管制進出口方式達成對外均衡。
第五章摘述本文各章節之重要結論。
