一九九九年一月一日歐洲單一貨幣(EURO)的啟動，和歐洲經濟暨貨幣同盟(Economic and Monetary Union, EMU)的階段性完成，一股強大的歐洲政治經濟力量於焉產生，這不僅足以挑戰美國獨大的國際政經力量，也標示出歐盟將以經濟貨幣政策的統合為基礎，更進一步地朝政治同盟目標邁進。

本論文主要從經濟和政治層面，以及國際金融制度的改革面向來探討歐洲貨幣統合的相關問題，並試圖從歐洲貨幣統合的國際政經領域中探究主導歐洲貨幣統合的關鍵角色，並探討歐洲的貨幣同盟在國際貨幣體系的架構中將扮演的角色，以及未來影響歐洲貨幣同盟的變因。

本研究採歷史結構分析法(historical-structural analysis)，以時間為經，事件為緯，探討歷來歐洲在貨幣統合制度上的演變，並分析歐洲貨幣同盟在經濟層面上的成本與效益，如何影響國家的政治決策及利益考量。以研究時間而言，由於歐洲貨幣統合仍在發展中，因此本研究擬從戰後歐洲復興計劃後所成立的歐洲支付同盟(European Payment Union, EPU)作為論述起點，至本研究脫稿為止。至於本論文的參考資料，則以相關的中英文專書，期刊論文和網路查詢為主。 在論文架構上，主要從經濟與政治層面來探討歐洲貨幣的統合過程以及其所將產生之影響。本研究共分為六章，第一章導論，簡介本文之研究動機與架構。第二章則從歷史的角度來看歐洲貨幣統合的過程。共分為三大階段分述之：首先是歐體為因應國際金融環境變化而產生的貨幣整合共識之奠基期；其次是成立歐洲貨幣機制(European Monetary System, EMS)，落實貨幣整合計劃的運作期；最後則是完成歐洲貨幣整合計劃，實施單一貨幣的完成期。

第三章則以國際經濟學的觀點探討歐洲貨幣統合。為了減低匯率浮動和資本流逸(capital flight)所產生的國際貨幣體制不穩定性，國際經濟學者提出許多國際貨幣制度的改革方案，而貨幣同盟正是其一，以貨幣統合理論中，最著名的『最適通貨區理論』為分析基礎，研討形成貨幣同盟的得與失，評估歐洲採行貨幣同盟的成本與效益；最後則討論一九九二年歐洲金融危機的發生原因，和歐洲貨幣同盟中所存在的一些結構性缺失。

第四章先從整合理論觀點，探討功能主義與新功能主義對於歐洲整合的解釋，並以影響歐洲貨幣統合的大國：法、德、英三國為主，探討此三國對於歐洲貨幣統合的態度與政策，以國家利益和政策考量點出發，解釋其EMU的基本立場與政策取向。並就法、德、英三國政權逐一左傾，來觀察其對歐洲貨幣統合未來發展的影響。

第五章為歐洲貨幣整合的未來討論。首先討論EMU的現況發展，以及歐元成立後對於國際經貿體制所將產生的影響和衝擊，並試圖分析影響未來EMU發展的變因，同時並討論此時歐洲貨幣同盟的實現，對於當今充滿變動性與不確定性的國際金融體制和全球資本主義體系所將產生的啟示與作用。最後一章為結論部分，除了就歐洲貨幣統合作整體的回顧與展望外，並列舉出未來的相關研究方向，希望可作為未來研究相關歐洲經濟暨貨幣同盟問題的可能起點，並能引發我們對於歐洲政經局勢以及國際金融體制的更深層思考。
