不論就落實大學自主的理念或因應政府所面臨的財政緊縮狀態而言,推行高等教育募款制度都已是不可避免的趨勢,為對國內實施本項措施的相關問題做一了解,並吸取美國大學募款的經驗與策略,以供國內各大學院校做為參考,乃是促發本研究之主要動機。
本研究之主要目的如后:1.探討高等教育募款的有關理論,並以實證調查了解國內人士對於實施高等教育募款相關問題的看法。2.了解國內大學校院自民國七十九年起陸續展開募款工作以來,大學校友實際捐助的情況、將大的捐助意願與不同背景的大學校友在捐助行為與捐助意願方面的差異。3.探討影響大學校友捐助高等教育行為的因素、大學校友對於實施高等教育募款的認識及對於募款有關行政問題、策略問題的看法。4.建立一套辨別校友捐助行為的預測模式,以提供大學進行募款時之參考。
本研究之重點分為文獻探討與實證調查兩方面,包括:1.追溯高等教育募款的歷史由來。2.了解美國高等教育募款概況。3.彙整高等教育募款的理論與策略。4.分析高等教育募款的績效問題。5.探討募款所得的管理策略與原則。6.介紹美國高等教育募款績效卓著的個案。7.分析背景變項對大學校友捐助行為的影響。8.分析背景變項對大學校友捐助意願的影響。9.分析背景變項與大學校友捐助認知因素的關係。10.依捐助認知因素之不同,建立區別大學校友捐助行為的預測模式。11.了解捐助行為、學校型態與學院性質對大學校友募款認知的影響。12.了解捐助行為、學校型態與學院性質對大學校募款行政意見的影響。13.了解捐助行為、學校型態與學院性質對大學校友募款策略意見的影響。
本研究文獻探討係以美國大學募款資料為主,包括對於University of California at Berkeley等十所大學的募款個案分析。實證調查則以系統取樣法選取國立政治大學與私立逢甲大學已捐和未捐校友共一千二百三十五位,填寫研究者自編之「高等教育募款措施調查問卷」,內容包括基本資料八項與調查捐助意願、捐助行為、影響捐助因素、募款認知、募款行政、募款策略等六類問題的九十四道題目。
根據研究結果提出建議如下:
壹、對我國推動高等教育募款的建議
一、募款組織應成為大學編制內的正式單位。
二、加強高等教育募款的宣導工作。
三、健全高等教育募款的財務監督。
四、重視家長的潛在捐助意願。
五、擬定具體的捐款使用目標以提高募款成果。
六、善用募款函件的功效。
七、對於公立大學的募款成果不宜預期過高。
八、鼓勵企業界捐助高等教育。
九、推動專責募款的觀念。
十、規劃主要捐助人參與校務的辦法。
十一、重視捐款報告的編製。
十二、適重維持捐助者與學校的互動。
貳、對後續研究的建議
一、針對企業界的捐助意願與鼓勵措施進行研究。
二、進一步分析本研究各變項間的交互作用。
三、針對家長的捐助意願進行研究。
四、研究日本的高等教育募款制度。
