本研究旨在透過民眾的健康資訊需求，探索公共圖書館的健康資訊服務，並以臺中市立圖書館作為個案研究，進行以下四項研究目的：（1）探討民眾對於健康資訊與健康資訊服務的需求與認知；（2）探討公共圖書館提供健康資訊服務的意涵、模式與指南；（3）探討我國公共圖書館館員提供健康資訊服務的認知、現況與實施困難；（4）探討我國公共圖書館健康資訊服務指南與館員培育芻議，最終提出相關結論與改善建議。

本研究採用之研究方法為文獻分析法及深度訪談法。深度訪談法之對象包含透過立意取樣方式選取之公共圖書館館員6名，再以滾雪球抽樣方式，經由館員代為引薦青少年、家長、一般使用者及樂齡共四個族群各4名，共計22名受訪者。

經由文獻分析，本研究發現公共圖書館提供健康資訊服務必備之五要項，分別為：（1）建構健康資訊資源；（2）定義健康資訊服務範圍；（3）進行健康資訊服務推廣；（4）增進館員健康資訊服務知能；（5）建立合作夥伴關係。

綜合相關文獻與訪談結果分析，本研究獲得以下結論：（1）本研究之受訪對象不論使用者或館員，對於健康資訊與服務皆有各種不同的需求；（2）本研究受訪之公共圖書館館員對於健康資訊服務的提供態度偏向保守；（3）藉由健康資訊服務的推展，可改變民眾對於公共圖書館的傳統印象。

根據研究結果，本研究針對公共圖書館資訊服務與館員專業能力提出建議，以提升公共圖書館專業服務品質：（1）落實公共圖書館資訊服務制度，建立公共圖書館專業形象；（2）結合國家健康政策推展，充分發揮公共圖書館在健康資訊服務的功能；（3）需要規劃明確公共圖書館健康資訊服務的服務指南；（4）需要規劃明確的館員健康資訊服務專業能力與培訓方案。

This research aims to explore the health information services of public libraries through the needs of people’s health information, and taking the Taichung City Library as a case study to conduct the following four research objectives: (1) To investigate the public’s needs and cognition for health information and health information services; (2) To investigate the meaning, model, and guidelines of health information services provided by public libraries; (3) To investigate the cognitive, current situation and implementation difficulties of health information services provided by public librarians in my country; (4) To investigate the guidelines for health information service of public libraries and the cultivation of librarians in my country. Eventually, the research comes to conclusions and makes some recommendations.

The research methods used in this study are literature analysis and in-depth interviews. The subjects of the in-depth interview include 6 public librarians selected through a deliberate sampling method, and then a snowball sampling method through which the librarian will introduce 4 people from each of the four ethnic groups, including teenagers, parents, general users, and senior citizens, for a total of 22 Respondents.

Through literature analysis, this research found that public libraries must have five essentials for health information services: (1) Constructing health information resources; (2) Defining the scope of health information services; (3) Promoting health information services; (4) Improving librarians’ knowledge of health information services; (5) Establishing partnerships.

Based on the analysis of relevant works of literature and interview results, they lead to the following conclusions: (1) The interviewees of this study, be they, users or librarians, show various demands for health information and services; (2) Public librarians interviewed in this study tend to be conservative in the provision of health information services; (3) The promotion of health information services can change the public traditional impression of public libraries.

The result of the current study highlights some recommendations for public library information services and the professional ability of librarians to upgrade the quality of public library professional services: (1) Implementing the public library information service system and excelling the public library profession; (2) Combining with the promotion of, the national health policy, give full play to the function of public libraries in health information services; (3) It is necessary to plan a clear service guide for the
ublic library health information services; (4) It is necessary to plan clear professional capabilities and training programs for health information services of librarians.
