本研究旨在探討艾班尼斯政府第一任期內，澳洲如何在美中戰略競爭加劇、印太安全環境變動與對中經貿依賴並存的背景下，調整其安全與同盟政策。本文以中等國家理論為核心，並結合威脅平衡理論與同盟理論，分析澳洲在面對中國軍事擴張、灰色地帶行動與區域秩序變動時，如何透過 AUKUS 與 Quad 等小多邊安全機制回應外部安全壓力，並在安全依賴與戰略自主之間尋求平衡。

透過澳洲官方政策文件、國防戰略報告、相關學術文獻等資料，檢視艾班尼斯政府與前任莫里森政府在安全認知、外交語調與同盟實踐上的延續與調整。本文首先分析莫里森政府時期至艾班尼斯政府時期印太戰略環境的變化，其次探討澳洲如何建構其國家安全利益與對中國的威脅認知，並進一步以 AUKUS 與 Quad 作為個案，說明艾班尼斯政府如何分別透過能力導向與規範導向的安全合作，回應區域安全挑戰。AUKUS 主要涉及核動力潛艦、拒止戰略與國防工業合作，呈現澳洲透過美英軍事科技提升自身能力的路徑；Quad 則著重海洋領域意識、供應鏈韌性、基礎建設與區域公共財，展現澳洲作為中等國家透過小多邊合作參與印太秩序塑造的方式。

This study examines how Australia adjusted its security and alliance policies during the first term of the Albanese government amid intensifying U.S.–China strategic competition, changes in the Indo-Pacific security environment, and continued economic dependence on China. Taking middle-power theory as its core framework, and combining balance of threat theory with alliance theory, this study analyzes how Australia responds to China’s military expansion, grey-zone activities, and challenges to the regional order through AUKUS and the Quad, while seeking to balance security dependence and strategic autonomy.
By examining Australian official policy documents, defence reports, leaders’ speeches, and relevant academic literature, this study explores continuity and adjustment between the Albanese and Morrison governments in terms of threat perception, diplomatic tone, and alliance practice. It uses AUKUS and the Quad as case studies to explain how the Albanese government responds to regional security challenges through capability-oriented and norm-oriented cooperation. AUKUS involves nuclear-powered submarines, the strategy of denial, and defence industrial cooperation, reflecting Australia’s effort to enhance its capabilities through U.S. and U.K. military technology. By contrast, the Quad focuses on maritime domain awareness, supply chain resilience, infrastructure, and regional public goods, demonstrating how Australia participates in shaping the Indo-Pacific order as a middle power.
