中美洲經濟整合銀行(Central American Bank for Economic Integration, CABEI)提供區域外經濟體透過制度性參與機制進行合作與互動的管道。本研究探討2020年至2024年間中華民國(臺灣)與大韓民國(韓國)對CABEI的參與,並運用新自由制度主義與軟實力理論,分析兩國如何透過制度性參與追求各自不同的外交政策策略,同時考量臺灣與韓國在CABEI中的投票權比重(分別為11.32%與7.56%)。
本研究指出兩國在中美洲所採取的參與模式有所差異:臺灣著重於經濟投資與外交網絡的拓展,而韓國則更加強調技術援助、專業知識與技術經驗(know-how)的移轉,以深化與中美洲地區的合作。臺灣與韓國的比較分析凸顯區域外會員在CABEI中的關鍵作用,並顯示其如何透過制度參與促進透明化與改革,以因應及降低中美洲地區所面臨的治理與發展挑戰。此外,本研究採用《全球軟實力指數》(Global Soft Power Index)作為衡量工具,從商業、文化與全球影響力等面向分析兩國的制度性參與。最後,本研究指出,CABEI作為一項戰略性機制,使非霸權國家得以超越地理疆界施展國際影響力,並揭示制度性參與如何成為國家維持政策自主性及實現外交政策目標的重要工具,尤其是在多極化國際關係體系下更具戰略意義。
The Central American Bank for Economic Integration (CABEI) allows non-regional economies to engage through institutional participation. This research examines the Republic of China (Taiwan) and the Republic of Korea‘s engagement with CABEI from 2020 to 2024, using neoliberal institutionalism and soft power theories to explain how both countries pursue distinct foreign policy strategies. The two case studies are also analyzed based on their voting power, 11.32% and 7.56%.
The comparative analysis of the Republic of China (Taiwan) and the Republic of Korea highlights the critical roles of Extra-Regional Members in CABEI, promoting transparency and reforms that mitigate the challenges for the Central American Region. The research shows that Republic of China (Taiwan) focuses on economic investments and diplomatic networking, while the Republic of Korea emphasizes technical assistance and knowledge transfer “know-how” to the Central America Region. Further, the study employs the Global Soft Power Index to measure institutional engagement across commercial, cultural, and global dimensions. Finally, CABEI functions as a strategic mechanism enabling non-hegemonic states to exercise influence beyond their geographic sphere, revealing how institutional participation serves as an instrument for maintaining autonomy and achieving foreign policy objectives within multipolar international relations.
