庫德族人約占伊拉克全國總人口四分之一，是伊拉克境內最大的少數民族，自一九二一年伊拉克獨立建國以來便積極爭取自外於伊拉克中央政府統治，於一九九一年波斯灣戰爭在美國的保護下或得自治地位，並在二００三年伊拉克戰爭使伊拉克庫德族在一個聯邦制的伊拉克架構下完成其自治理想。本論文分析重點，在於庫德問題的歷史背景、經過、發展及伊拉克國內外國因素對庫德問題的影響。
