由於全球生態體系的共享以及解決全球環境問題必須要相當的資金、專家、技術，國家發現他們無法憑藉一己之力處理問題，因此在面臨全球環境威脅所帶來的壓力下，國家必須尋求國際合作以解決共同的問題。國際環境建制提供了國家進行合作的空間。雖然持續的發展突破了新現實主義理論的限制，但事實上提卻是仍無法屏除在多邊體制內尋求國家利益以及國內政治因素對國家參與國際環境建制時所造成的影響。因此非政府組織有了發揮的舞台，他們藉著提供專家、技術；扮演監督者檢視國家履行承諾的進度與狀況；對國家政府代表進行遊說；提升知識基礎等等方式，來促使更有效率的國際環境建制形成與運作。
綜觀三次聯合國環境會議的發展，我們可以得出的結論是非政府組織具備多元化的角色。從1972年聯合國人類環境會議開始，由於聯合國憲章第七十一條的規定，非政府組織自會議的籌備過程中開始擔任的諮詢以及資訊得提供者的角色；隨後的1992年聯合國環境與發展會議以及2002年世界永續發展高峰會中，非政府組織不但在籌備過程中發表報告，提供決策過程所需要的知識與資訊，在官方正式會議進行時，非政府組織也同時舉辦研討會等活動，藉以隨時監督會議的進行。某些國家的代表團中也會邀請非政府組織擔任成員，協助進行決策。除此之外，自1972年聯合國人類與環境會議的會議文件中，便特別提出，非政府間組織具有教育大眾與宣揚理念的功能。總括來說，在三次的聯合國環境會議中，非政府組織扮演起了教育者、資訊提供者、國家代表以及監督者的角色。
