冷戰結束後之國際安全環境，最為特殊之特徵係屬美國取得在全球的單極領導地位。美國對於全球各區域的安全與軍事議題，亦無庸置疑地扮演動見觀瞻的主導國角色。因此，美國未來二十年亞太安全政策，乃是建立在為維持美國在亞太地區之軍事力量，以及維護美國利益與東南亞國家間安全之基礎上。另外，柯林頓總統任期歷經八年，時間不可謂不長，對於分析美國的政策立場有相當程度之意義。倘若以柯林頓政府決策體系為分析重點，針對其東南亞政策產出作為研究對象進行分析，相信可藉以從柯林頓政府與東南亞國家之互動中，窺探出東南亞對於美國的意義何在。然而，又由於我國無論在地緣、歷史等方面都與東南亞地區有密不可分的關係，研究東南亞國家對我國在外交政策分析上有其重要價值。

故本論文首先試圖分析柯林頓政府東南亞政策的形成背景；其次，檢視柯林頓政府與東南亞國家之雙邊關係，分別以政治、軍事、經濟及文化等面向為分析層次，依序觀察和分析雙邊關係所呈現的特色和問題；再者，探討美國與東協國家之多邊經貿及軍事關係、美國對東協區域論壇之政策立場，以及美國對南海問題等涉及多國之個案分析；復又研究美國與東南亞之間關係互動，在未來會面臨到的挑戰及機會為何，同時歸納出雙方所面臨的挑戰，以及日後加強關係的機會何在；最後，則對柯林頓政府之東南亞外交政策的效果試作評估，並說明研究心得與結果，以期對於柯林頓時期的東南亞外交政策的解析和未來美國亞太安全戰略的發展能有所助益與啟發。
