  • 本研究旨在從淨零公正轉型觀點,論述台灣能源轉型當中,光電設施的設置是否形成區域間的分配不正義,以及在公正轉型的要求下,針對分配不正義應有何衡平機制的設計原則。為達成淨零轉型目標,台灣積極發展再生能源,但再生能源仰賴自然條件的特性,使其容易產生區域性集中現象,進而衍生特定區域是否承擔過多光電開發的分配正義課題。因此,本研究設定兩個核心目的:其一為建構光電發展區域分配不正義的論述方式,判斷台灣光電發展的分配公正性;其二為探討促成區域間公正轉型的衡平機制如何可能。
    本研究依循國際氣候政治的「共同但有區別責任」原則,以其中廣為採用的能力原則及歸責性原則為核心,論述台灣光電發展的區域分配是否公正。研究方法上,首先透過探索式空間分析,判斷不同原則下各縣市的光電設施布建情形是否均等,再透過政府部門與專家學者的深度訪談,進一步確認各原則作為分配正義的判準是否合適。最後在深度訪談中,針對衡平機制的設計原則進行探討。
    空間分析結果顯示,不論是能力原則或歸責性原則,都大致呈現北部區域與南部區域的不均等。透過訪談研究得知,儘管政策實務上,受限於國土條件與電網結構,台灣光電發展目標僅能以能力原則進行分配。但以公正性的衡量而言,能力原則因概念界定的困難與侷限,作為衡量依據並非妥適;而在歸責性原則下,南部區域部分縣市承擔供電責任,卻非主要的用電及減碳需求區域,在權責不相符的情形下,並非公正。在公正轉型的要求下,針對光電發展的區域分配不正義,應盡可能採行區域衡平機制,使再生能源設置量的不均等,能為承擔較多發展責任的區域帶來更多利益。


    This study examines whether photovoltaic (PV) deployment in Taiwan's energy transition creates inter-regional distributive injustice from a net-zero just transition perspective, and explores design principles for rebalancing mechanisms. The study has two objectives: (1) to construct a framework for assessing distributive justice in regional PV development; (2) to explore potential rebalancing mechanisms for inter-regional just transition.
    Following the principle of "common but differentiated responsibilities" in international climate politics, this study employs capacity and responsibility principles to assess distributive justice in Taiwan's PV development. The methodology combines exploratory spatial analysis to examine county-level PV deployment patterns under different principles, with in-depth interviews of government officials and experts to validate these principles as justice criteria and explore rebalancing mechanism designs.
    Spatial analysis results reveal north-south disparities under both principles. While policy constraints require capacity-based allocation, interviews show this approach is inadequate. Under the responsibility principle, southern counties supply electricity despite limited consumption and decarbonization needs, creating distributive injustice. Just transition demands rebalancing mechanisms that convert uneven renewable distribution into benefits for regions bearing excessive development responsibilities.
