外交是內政的延長，一國的政治、社會與經濟結構往往影響一國的外交政策。南非自一九四八年國民黨執政以來，對內勵行種族隔離政策，使其在國際上遭受譴責而處於孤立地位。南非處於此驚濤駭浪的情勢中，其外交政策之目標可以說是設法為其內政上的種族隔離政策作辯護，以對抗世界各地的壓力，尤其是亞非國家。南非社會結構，國內政策與外交政策有極密切關係是其他國家所不能相比的。南非的種族隔離政策，吾人不敢苟同，我們贊成多數統治原則，不過，民主政治亦須重視如何保障少數人的權益，必須為雙方都提供合理的保障。南非在求國家生存中，隨時須提防內部的動亂與外來的風雨，因此其面對挑戰以圖存乃較其他國家為迫切。所以領導者要能察勢、明勢且能創勢，才可使南非在矛盾中求生存，在衝突中求發展。南非與我國關係甚為友好，在外交上同遭困境，雖然形成之原因不同，但仍可互相砌磋以突破外交的困境。
本論文共有六章廿一節，主要是針對南非國民黨的外交關係作一剖析。在研究方法上，採取敍述與分析並重之原則。以時間作段落，從殺敍述中明瞭問題之縱切面，從分析中窺探問題之橫切面。
第一章說明南非外交政策形成的政治與社會背景，同時對種族隔離政策以及南非的戰略地位與經濟資源作扼要敍述，俾便瞭解南非內政與外交的關聯。
第二章論述國民黨擊敗聯合黨執政後，確立了反共與親西方政策，而其種族隔離政策在聯合國內開始遭到譴責，在對外關係的路程上佈下陰影。
第三章與第四章是論述南非退出國協與內部發生種族暴亂之際，而國際間非殖民化過程又熱烈進展，南非在外交上感到日益孤立；遂從兩方面發展以突破因境，渡過難關。對內而言，發展經濟以及擴充軍備，對外而言，推行向外看政策，爭取主動，期獲非洲黑人國家之友誼。
第五章論述當前南非面臨的外交挑戰―西南非問題與武器禁運，以及伏斯特總理辭職後對內政、外交之影響，並對新總理之政策作一蠡測。最後並就當前美國對南非政策作一說明。第六章結論，由上述章節的說明，使吾人瞭解南非堅守原則，孤軍奮鬥的經過。目前雖然南非對種族隔離政策已稍具彈性，但要整個廢除，似非短期內所能見者。
筆者在研究所一年級時受已故杜師光塤之啓蒙，對非洲問題發生興趣，旋卽多方涉獵有關書籍並參加非洲研究計劃工讀，受金師神保與楊師逢泰指導與教誨，獲益匪淺，衷心銘感。因而選擇非洲問題作為撰寫論文之題目。撰寫中，承楊師逢泰百忙中提供資料，惠借書籍，並悉心指導，批閱更正；陳院長治世，朱教授建民，許師秀賢之敦勵朂勉；外交部非洲司蔡科長文森與秦韻梅小姐之支持鼓勵與惠借資料；遠在賴索托的劉大使達人函示重點，惠賜寶貴意見；魏岫華小姐在整理文稿方面之協助，謹致以最誠摯之謝忱。
筆者才疏學淺，而南非國民黨執政時間頗長，且尚在繼續發展之中，資料內容頗難處理，只能揀幾個關係重大問題加以論述，其中定有疏漏或未盡完美周全之處，今後將隨時注意增補闕遺外，尚祈諸師長與先進不吝指正，以匡不逮。
