本研究以資源依賴理論（Resource Dependence Theory, RDT）為核心分析架構，探討偏遠地區圖書館在資源匱乏情境下的營運困境與應對策略。研究以東引鄉立圖書館為個案，透過質性訪談與文件分析，分析其在人力、財政、資訊與社會支持等資源依賴類型，並檢視資源短缺對營運與服務所造成的實質影響。研究結果指出，該館呈現「高依賴－低自主」的資源結構，導致開館穩定性、人力配置、數位建設與社區參與皆面臨多重挑戰。面對高度資源脆弱性，圖書館採取包括社區合作、跨部門協作、資源拼湊與關係經營等策略以維持基本運作。最後，研究提出政策與實務建議，包括強化人力制度彈性、建立在地協力網絡、提升數位韌性與資訊平權，並呼籲中央與地方應重視偏遠地區文化機構之制度支持與資源配置，以促進其永續發展。
