本研究以資源依賴理論(Resource Dependence Theory, RDT)為核心分析架構,探討偏遠地區圖書館在資源匱乏情境下的營運困境與應對策略。研究以東引鄉立圖書館為個案,透過質性訪談與文件分析,分析其在人力、財政、資訊與社會支持等資源依賴類型,並檢視資源短缺對營運與服務所造成的實質影響。研究結果指出,該館呈現「高依賴-低自主」的資源結構,導致開館穩定性、人力配置、數位建設與社區參與皆面臨多重挑戰。面對高度資源脆弱性,圖書館採取包括社區合作、跨部門協作、資源拼湊與關係經營等策略以維持基本運作。最後,研究提出政策與實務建議,包括強化人力制度彈性、建立在地協力網絡、提升數位韌性與資訊平權,並呼籲中央與地方應重視偏遠地區文化機構之制度支持與資源配置,以促進其永續發展。
