在國際情勢瞬息萬變的年代，每一次全球局勢的劇烈變動，都可能牽動著各國的權力重組與外交策略的調整。政府作為代表人民維護國家利益的行動角色，更應洞察國際趨勢，以確保國家的長遠發展與人民福祉。對國家總體利益而言，深入理解與分析當前國際局勢對臺灣所可能產生的影響，不僅有其重要性，更攸關國家未來的策略選擇與外交布局。
本研究聚焦在川普第一任期（2017年至2021年）的臺美關係，藉由分析影響臺美政策的關鍵因素，建構對該時期臺美關係升溫的整體脈絡。研究架構區分為美國因素與臺灣因素，分別加以探討。在美國方面，探討美國國內社會力量與價值觀如何帶動川普崛起及其政治影響、川普的人事布局，以及美國國會與行政部門之間的作用，以理解美國因素對臺美關係的影響。在臺灣方面，則著重在我國整體的外交策略、對國家主權的詮釋，以及關鍵高科技產業是如何形塑臺美之間更深層的連結。研究亦進一步補充2025年川普再次就任美國總統後，影響臺美關係的新興因素。
在美中競爭越趨激烈的背景下，本研究旨在探討川普時期的臺美政策是否維持穩定或出現調整，並辨識影響臺美外交互動的關鍵因素。研究發現，在川普第一任期內，臺美關係的深化是源自於美國內部的社會結構與政府等行動者因素所相互交織而成的結果。同時，此一發展也與臺灣內部的政策調整，以及全球供應鏈重組息息相關，並促成高科技產業如台積電轉化為臺灣的「護國神山」。至於川普第二任期的臺美關係，研究顯示，川普的人事布局及美國國會與行政部門的角色，仍是維繫臺美關係穩定的重要因素。然而，亦出現一些新興因素，包含中國變本加厲的「一中原則」、川普調整「美國優先」政策、臺灣地緣戰略價值提升，以及臺灣國內政治情勢等因素。

In an era of rapidly changing international dynamics, every major change in the global landscape often leads to the restructuring of power relations and adjustments in diplomatic strategies. Therefore, it is essential for the Taiwanese government to understand these transformations to safeguard national interests and form future strategic choices.
This study examines U.S.-Taiwan policy during Donald Trumps’s first term as president (2017-2021) and identifies the key factors that contribute to the deepening of bilateral ties. The analysis distinguishes between U.S. and Taiwan factors. On the U.S. side, it explores how domestic social forces and values, personnel arrangements within the Trump administration, and the roles of Congress and the executive branch influenced U.S. policies toward Taiwan. On the Taiwan side, it highlights the nation’s diplomatic strategies and the development of tech companies in strengthening bilateral connections. This study also identifies new factors following Trump’s return to office in 2025.
The findings suggest that the strengthening of U.S.-Taiwan relations during Trump’s first term resulted from societal structural forces and political actors, as well as Taiwan’s policy adjustments and the restructuring of global supply chains. Moreover, while institutional factors remain central to the stability of Trump’s second term, new variables seem to further shape U.S.-Taiwan relations, including the China factor, Trump’s adjustment on “America First,” Taiwan’s growing geopolitical significance, and Taiwan’s domestic politics.
