本文從整體層面出發，試圖構思一個涵蓋面較廣的政治資訊系統概念架構。但在舖衍時，又不得不先從技術層面著手，以作為陳述的基礎(見第二章)。

然後，正視政治資訊系統的建構基礎，剖析政治資訊的概念、角色與功能。關於此方面的討論，目前尚付諸闕如，本文謹投石問路，略盡綿力(見第三章)。

第四章則落實討論政治資訊系統的建構與規劃。雖名「落實」，但原則上還只是個概念化的構圖，適用於不同層面的政治系統。至於較周詳的研討與設計，則尚須配合殊異的內外環境變項，再予深入探究。

第五章提出結論與建議。

由於社會科學界，迄今少有人正視此方面的問題。大眾傳播學、政治溝通方面，提到資訊，僅將之視為討論的運作變項，只是個陪襯的角色；缺乏可資憑藉的理論基礎，因此寫作本文，倍感艱辛。

其次，本文乃一整合性的題目，涵蓋面廣(可從書目看出)，牽涉問題複雜；但在持筆為文時，僅能採取某種「觀點」立論，裁取之際，疏陋勢必難免，尚祈先進指正。

Peter Drucker、Kenneth Boulding及Daniel Bell諸先進有關未來社會的吉光片羽，給予筆者不少啟示；深覺欲在未來社會立足，須先足資憑障的條件，故興起寫作本文的念頭。

論文寫作期間，感謝家人、眾家師友、同事的寬容與鼓勵，才得以順利完成。鄭師費心斟酌，更是令人縈懷。指南山下八載問學生涯，從新聞系到政研所，走過青澀歲月，我對青春無悔。衷心感謝所有教導過我的師長與同窗相親的好友，那些我所擁有過的溫馨與包容。
