  • 本研究旨在探討「解方新聞學」(Solutions Journalism)在臺灣環境新聞報導中的發展可能性及實踐模式。在聯合國永續發展目標(SDGs)的倡議下,環境新聞的角色被期待提出具體可行的解決方案。研究以近十年(2015至2024年)入圍臺灣主要新聞獎項之83則環境數位專題報導為樣本,結合內容分析與深度訪談方法,檢視其是否為「環境解方新聞」(Environmental Solutions Journalism),並探討數位敘事元素如何支持解方。
    研究結果顯示,共23則(27.7%)符合「環境解方新聞」定義,主題聚焦「人為污染」與「陸域生態」,解方以「政策應對」和「公眾意識與教育」為主。研究進一步選擇兩篇解方程度不同的廢棄物報導,訪談記者、專業閱聽人與一般閱聽人,揭示臺灣環境解方新聞的實踐與侷限。研究發現,微觀議題較易展現具體行動路徑,然中觀/宏觀議題常因複雜性、媒體資源限制及利益競合而陷於「無解」困境,導致行動指引成為最難實現的功能;數位敘事雖有助知識轉譯與理解,但對在地連結與行動轉化的功能有限,閱聽人普遍呈現無感與無力感的傾向。故本研究認為,臺灣環境報導雖有部分轉向解方新聞,但仍是難以完全落實的理想化敘事取徑。
    即便如此,環境解方新聞的實踐可視為具反身性的動態過程,記者不僅是問題揭露者,更是促成結構理解與公共行動的中介者;報導即是解方的一部分。為彌合「認知到行動」的落差,本研究建議媒體強化在地協作、延伸公共參與、建構可實踐的行動路徑,促進地方行動者、社群與政府共同發揮能動性。


    This study examines the development and practice of Solutions Journalism within Taiwan’s environmental news reporting. Using 83 award-nominated digital environmental features (2015–2024) from major Taiwanese journalism prizes as the research sample, the study employs content analysis and in-depth interviews to evaluate whether these reports meet the operational criteria of Environmental Solutions Journalism (ESJ) and to explore how digital storytelling elements support solution-oriented functions.
    The results indicate that 23 reports (27.7%) meet the criteria for ESJ. By further selecting two waste-related reports with varying solution orientations and interviewing journalists, an expert audience, and general audiences, the study reveals that micro-level issues more readily demonstrate concrete action pathways, whereas meso- and macro-level issues often face “no-solution” dilemmas due to complexity, limited newsroom resources, and conflicting interests—making the action-guidance function the most difficult to achieve. While digital storytelling enhances knowledge translation and comprehension, its ability to foster local engagement and behavioral transformation remains limited, leading audiences to experience numbness and helplessness rather than efficacy. Thus, Taiwan’s environmental journalism shows a partial yet still idealized shift toward solution-oriented narratives.
    Nevertheless, the study argues that the practice of ESJ constitutes a dynamic and reflexive process, wherein journalists serve not only as problem exposers but also as mediators who facilitate structural understanding and public action. Reporting itself can function as part of the solution. To bridge the gap between awareness and action, the study suggests that media organizations strengthen local collaborations, extend public participation, and develop actionable pathways that empower local actors, communities, and governments to engage collectively—advancing the broader goal of environmental sustainability.
