  • 本文旨在探索美國民間團體運用何種方式去影響行政機關,並析述其可能獲致的結果,期望藉此作為借鏡,以加強我國民間團體在行政過程中所產生的功能。本文內容共分四章,其敘述主題分別為:
    第一章,緒論,首先就研究範圍加以界定,包括一般所了解的利益團體、壓力團體以及其他各種自願性社團,然後就研究動機及所採用的研究方法加以說明。
    第二章,研判美國民間團體之足以左右行政機關的先提條件,根據生態學觀點,列舉社會、經濟及政治結構三因素,並分別說明各別因素如何促成美國民間團體去影響公共行政。
    第三章為本文重心所在,嘗試建構「意見與壓力模式」來分析美國民間團體如何影響公共行政,就其所運用的途徑歸納為「表達意見」與「施加壓力」二類型,並分別敘述其所獲致的成果。
    第四章,結論,就美國民間團體影響行政機關所產生的作用歸結為「匯聚表達民意」及「監督行政機關」二項,並寄望我國各級民間團體能夠引為借鏡,發揮其所應盡的功能。
    文後另附參考書目,係以本文所曾引用者為限,希望能夠有助於同道作更進一步的研究。
