本研究旨在探討石化產業於全球永續發展趨勢下，如何推動永續轉型，並以中國石油化學工業開發股份有限公司（中石化）為個案，深入分析其利害關係人管理、永續策略制定及組織文化轉型歷程。有鑑於石化產業長期以來為高碳排放與高資源依賴產業，其在推動永續發展方面所面臨的制度性張力、技術挑戰與組織文化障礙，皆具有高度研究價值。
本研究透過個案研究法，輔以次級資料蒐集，並結合ESG環境面指標、利害關係人理論與組織文化變革理論進行分析。研究發現，中石化在永續轉型歷程中，主要受政府單位、客戶與金融機構等決定型利害關係人影響；其策略制定除須回應法規要求與資本市場關注外，亦會考量當前減碳技術發展與潛在氣候風險，尋求最符合當前成本效益及永續減碳計畫的實務措施。組織文化轉型方面，則歷經「認知階段－強制階段（含政府法規與公司制度） ）－共識階段」之歷程，透過內部宣導、制度設計與組織學習，促使員工認同永續價值並實踐於日常營運。
本研究指出，石化產業的永續轉型並非僅是技術導入或排碳管理，更涉及利害關係人權力互動與深層組織信念的轉變。研究結果不僅補足現有石化產業永續治理研究之不足，亦對企業實務推動永續行動提供策略建議，期許能作為未來石化產業因應永續發展壓力之參考依據。

This study explores how the petrochemical industry promotes sustainable transformation under the global sustainability trend, using China Petrochemical Development Corporation (CPDC) as a case study. Given the industry's long-standing characteristics of high carbon emissions and resource dependence, its institutional tensions, technological constraints, and cultural challenges present significant research value.
Employing a case study approach and secondary data analysis, this research draws upon ESG environmental indicators, stakeholder theory, and organizational culture change theory. The findings show that CPDC’s sustainability efforts are primarily influenced by definitive stakeholders such as government agencies, clients, and financial institutions. In strategy formulation, the company not only responds to regulatory and market demands but also incorporates technological developments and climate risks to pursue cost-effective decarbonization measures. Its cultural transformation progresses through three phases: cognition, compliance (involving regulations and internal policies), and consensus. Internal advocacy, institutional design, and organizational learning are key mechanisms fostering employee alignment with sustainability values.
The study argues that sustainable transformation in the petrochemical industry entails more than technical and emissions solutions; it requires engaging stakeholder power dynamics and reshaping core organizational beliefs. The findings address gaps in the sustainability governance literature and offer practical guidance for companies facing increasing sustainability pressures.
