自中共政權成立後，在美國與該政權二十多年關係史上，一九七二年二月尼克森(Richard M. Nixon)的北平之旅代表了一項突破，這次訪問結束時，美國與中共發表了「上海公報」。雙方同意推展雙邊關係的正常化。由此，「關係正常化」成為美國與中共共同推行的一項政策，這項政策雖然在美國歷經尼克森、福特(Gerald R. Ford)、對現在的卡特(Jimmy Cater)三屆政府，在中共則由毛、周鄧小平到現在的華國鋒當政；但仍持續的在進行著。而雙邊關係也較前「正常」了不少。今日中共駐華盛頓「辦事處主任」能夠隨時和「駐在國」當局舉行磋商；而美國政府和民間人士也能和其他第三世界的訪客一樣地訪問北平，會晤中共領導人。雙邊在貿易、體育、文化等方面的交流，亦逐漸展開。
「關係正常化」作為一項政策，如果只是在促進雙方政治、經濟、文化各種關係的「正當」交流；那慶「關係正常化」實無問題可論。以過去五年美國與中共的關係看，雙方在上海公報所述的基礎上促進雙邊關係的正常發展，並無任何阻礙與不便之處。
「關係正常化」之所以成為問題，一來是由於美國和中共把「建立正式外交關係」視為「關係正常化」的最終目標，而「關係正常化」僅為達到這種目標的手段。如果達到這目標，「關係正常化」也就完成了。如果達不到這目標，「關係正常化」永遠只是推行中的政策。二來是中共提出所謂「斷交」、「廢約」、「撤軍」二條件，企圖勒索美國先改變它和臺海的現行關係，然後才肯和美國建交．由此產生了所謂「臺灣問題」，由於中共一再以莫須有的「臺灣問題」為要挾，這個問題自然被認為是「完成」關係正常化所待解決的標的。
本論文的目的即在對這項被認為是關係正常化最大阻礙的「臺灣問題」企圖作一有系統的探討。第二章先述承認的問題。亦即美國對中國內戰雙方將持何種態度？是繼續承認中華民國政府代表全中國呢？還是承認中共為代表全中國的「唯一合法政府」？亦或承認兩個中國的合法存在？它們的理由何在？如果美國欲承認中共，它和中華民國的關係將如何安排？第三章則討論美國與中華民國間共同防禦條約存廢的問題。究竟維護臺灣安全對美國有多大利益？維持防禦條約是否為維護臺灣安全所必須？美國若欲廢除防禦條約，是否有適當的替代方式，足以保障臺灣安全？中共對臺灣的企圖為何？第四章討論臺灣法律地位的問題。臺灣法律地位何以產生「問題」？所謂「臺灣法律地位未定論」的理由何在？美國對臺灣法律地位問題的「解決」可能會有何種主張？以上有關「承認」、「廢約」、「臺灣法律地位」諸問題都是互相關連的，談到其中之一，必然亦牽連到其他兩項問題。本論文為了分析的方便，將這三者分開討論，事實上它們都構成「臺灣問題」的內涵。此外，此三章所述的各項「解決方案」，都是截至目前為止曾被提出過的意見。這些意見都尚未成定論，然而它們的背後都隱藏著不同利益與勢力。因此，本論文第五章分析影響未來「臺灣問題」的解決（如能解決的話）的各種因素。最後並對美國推行「關係正常化）政策提出筆者個人的批評。
本論文因牽涉範團較廣，問題十分複雜。各有關問題，無法巨細靡遺，一一論述。僅能在交錯紛紛的龐雜事項中，歸納關鍵性的重點，然後再就這些重點，剝析其因果關係，研討其來龍去脈。故歸納與分析乃撰寫本論文的主要方法。在分析的過程中，並運用若干國際法與國際政治學的概念和理論。
