在全球氣候變遷加劇、極端氣候事件頻繁發生的背景下，災害風險已成為各國政府無法忽視的重要議題。除政府部門持續推動減災、整備與應變等防救災作為外，企業若能共同投入防災體系，將有助於提升整體社會的防災量能與韌性。我國《災害防救法》於2025年修正公布部分條文，進一步強調企業在防災體系中的角色與責任，顯示企業防災已逐漸成為災害治理中重要的一環。
　　企業防災的內涵可概分為企業社會責任（Corporate Social Responsibility, CSR）與營運持續計畫（Business Continuity Plan, BCP）兩個面向，而區公所作為臺北市政府中最貼近社區的行政機關，其主要的企業防災業務以CSR層面為主。本研究從政策執行的視角切入，透過次級資料分析法與深度訪談法，蒐集各行動者之經驗與觀點，藉以描繪區公所推動企業防災政策的過程，並分析影響其執行政策的關鍵因素。
　　研究結果發現，區公所主要業務以與企業簽署MOU為核心，各行政區則發展出不同的執行模式。主要影響企業防災政策執行的重要因素則包括標準與目標的清晰程度、執行政策之可用資源、執行機關的特性、參與企業的特性以及信任關係。然而，在政策執行過程中，區公所須回應市政府對企業防災政策的推動期待，但其本身可運用的誘因與資源有限，實際上企業的動員仍高度仰賴里長所建立的在地關係網絡。在此情況下，區公所僅能以缺乏強制力的MOU作為主要推動工具，藉此回應政策要求並展現政策執行成果。研究建議強化市政府層級的支援角色、針對已簽署MOU之企業建立持續合作，並將企業防災參與納入其他政策計畫之評估與獎勵機制，同時強化基本的防災承辦人力配置與跨課室支援機制，以提升區公所執行企業防災政策的成效。

Against the backdrop of accelerating global climate change and the increasing frequency of extreme weather events, disaster risk has become an issue that governments worldwide cannot ignore. In addition to governmental efforts in disaster mitigation, preparedness, and response, the active involvement of enterprises in disaster management can enhance societal disaster resilience and capacity. The Disaster Prevention and Protection Act of Taiwan, revised in 2025, further emphasizes the role and responsibilities of enterprises within the disaster management framework, indicating that corporate disaster preparedness has gradually become a significant component of disaster governance.
Corporate disaster preparedness can be conceptualized in two dimensions: Corporate Social Responsibility (CSR) and Business Continuity Planning (BCP). At the local level, district offices of the Taipei City Government, as the administrative units closest to communities, primarily focus on CSR-related disaster preparedness activities. This study adopts a policy implementation perspective, utilizing secondary data analysis and in-depth interviews to collect the experiences and perspectives of various stakeholders, aiming to depict the process through which district offices implement corporate disaster preparedness policies and to identify the key factors affecting policy execution.
The results indicate that district offices primarily promote corporate disaster preparedness through the signing of Memorandum of Understanding (MOU), while individual districts have developed distinct implementation practices. Key factors influencing policy implementation include the clarity of standards and objectives, the availability of resources, the characteristics of the implementing agency, the attributes of participating enterprises, and the level of trust among actors. In practice, district offices are tasked with responding to Taipei City Government’s expectations for policy promotion, yet they face limitations in available resources and incentives, and enterprise engagement largely depends on local networks maintained by village chiefs. Consequently, district offices tend to rely on non-mandatory MOU as the principal means to demonstrate policy implementation and meet governmental expectations. The study recommends strengthening municipal-level support, establishing sustained collaboration with enterprises that have signed MOU, incorporating corporate disaster preparedness into the evaluation and incentive mechanisms of other policy initiatives, and enhancing the allocation of frontline disaster personnel as well as cross-departmental support, in order to improve the effectiveness of district offices in implementing corporate disaster preparedness policies.
