在這篇文章中，我們主要是分析在寡佔市場結構下，環境政策對國內外廠商品質與數量決策的影響。從簡單的模型假設中可以得知，環境政策對競爭廠商生產行為的影響端視廠商在原先產品品質的生產上究竟為高品質生產者或是低品質生產者而定。

由本文得知，在本國為生產高品質產品，國外廠商生產低品質產品時，無論是污染排放標準的管制或是環境稅的課徵，均使得本國的產量減少、品質提升，而外國廠商的產量增加且提升其產品的品質。

在另一情況，本國廠商為低品質生產者，而國外廠商為高品質產品製造者，嚴格的環境管制亦使得本國的產量減少、品質提升，然而進口品的數量雖然增加，但卻降低其產品的品質。

再由福利的觀點觀之，除了傳統的福利考量下，政府在考慮生產活動對環境的衝擊之後，最適環境政策的寬鬆與否端視本國高品質產品製造商利潤降低的幅度，與國內高低品質消費者剩餘增加及環境改善總和淨效果而定。同時亦可發現，政府若同時關心本國與進口品的品質，將會比不關心產品品質（即品質為外生變數）時訂定更為嚴格的環境標準。
