  • 2025年臺灣「大罷免」由公民團體發起,後續逐漸發展為牽動政黨競爭、國會權力結構與民主制度論辯的重大政治事件。本研究結合議題設定、新聞框架與議題正當化觀點,探討新聞媒體如何選擇報導主題、配置消息來源、建構框架與集體認同,並透過正當化及去正當化論述,界定罷免方、反罷免方及罷免制度/程序的合理性與可接受性。本研究以《聯合報》、《自由時報》、《NOWnews》及《風傳媒》為分析對象,研究期間為2025年1月1日至9月30日。首先分析四家媒體共4,446則新聞之報導量與時間趨勢,再由每家媒體各抽取300則,共1,200則新聞進行量化內容分析,比較其報導形式、主題、消息來源、立場、新聞框架、集體認同與正當性建構。研究結果顯示,大罷免新聞主要集中於投票前的政治動員階段,報導內容以政黨競爭與政治攻防為主,消息來源多為政黨及政治人物,新聞框架亦以政治鬥爭/競爭框架最為常見,顯示原由公民社會發起的罷免行動,進入新聞場域後逐漸轉化為政黨化、菁英化與中央化的政治敘事。在議題正當性方面,整體報導較常正當化反罷免方,並去正當化罷免方;其論述主要訴諸民主與道德價值,以及國家安全、治理效果與社會後果,制度/程序本身則較常透過法律與程序規範加以評價。媒體不僅報導政治行動,更藉由不同的正當性判準,界定何者代表民主與公共利益、何者應受質疑。比較結果亦發現,媒體類型主要影響新聞形式與報導節奏,各媒體的政治定位、編輯取向與消息來源配置,則更直接影響框架與正當性建構方向。


    Taiwan’s 2025 “mass recall movement” was initiated by civic groups and subsequently developed into a major political event involving partisan competition, the distribution of power in the Legislative Yuan, and debates over democratic institutions. Drawing on agenda-setting theory, news framing, and issue legitimation, this study examines how news media selected topics, allocated news sources, constructed frames and collective identities, and employed legitimation and delegitimation discourses to define the reasonableness and acceptability of the pro-recall camp, the anti-recall camp, and the recall institution and procedures.
    This study analyzes news coverage from United Daily News, Liberty Times, NOWnews, and The Storm Media between January 1 and September 30, 2025. It first examines the volume and temporal trends of 4,446 news reports published by the four media outlets. A total of 1,200 articles—300 from each outlet—were then selected for quantitative content analysis to compare reporting formats, topics, news sources, positions, news frames, collective identities, and constructions of legitimacy.
    The findings show that coverage of the mass recall movement was concentrated in the political mobilization period preceding the votes. Most reports focused on partisan competition and political conflict, relied primarily on political parties and politicians as news sources, and employed the political conflict or competition frame most frequently. These results indicate that a recall movement originally initiated by civil society was gradually transformed in the news arena into a partisan, elite-centered, and nationally oriented political narrative. In terms of issue legitimacy, the overall coverage more frequently legitimized the anti-recall camp and delegitimized the pro-recall camp. These discourses primarily appealed to democratic and moral values, national security, governance effects, and social consequences, whereas evaluations of the recall institution and procedures relied more heavily on legal and procedural criteria. The media therefore did not merely report political actions, but also used different standards of legitimacy to define who represented democracy and the public interest and whose actions should be questioned. The comparison further indicates that media type mainly influenced reporting format and pace, while political orientation, editorial positioning, and the allocation of news sources more directly shaped framing and the direction of legitimacy construction.
