  • There has been tremendous growth in the offshore wind industry over the past decade as the decline in costs of renewable energy has allowed for intense competition with fossil fuels. The demand for renewable energy is increasing rapidly while nations and large multinational companies move towards becoming carbon neutral. The Taiwanese government has been aggressive with its ambitious goals of reducing its carbon output, decreasing its reliance on imported energy, diversifying energy sources, and creating local supply chains to compete globally. To do so, offshore wind power generation is of strategic importance. Taiwan has so far focused on awarding contracts for wind turbines with fixed foundations. Although this part of the industry is much more developed and offers less risk, Taiwan is far behind major competitors in Europe and China. To bridge the gap, investments are needed to decrease the levelized costs of electricity (LCOE). Key elements of achieving these goals rely on improving learning rates, increasing capacity load factors, and investing in technology that further decreases capital expenditures and operational expenses. Taiwan will have to make investments in talent, address environmental concerns of residents, and focus on the long-term future of the industry. Addressing these concerns will allow Taiwan to make the infrastructure investments needed for floating wind platforms and thus allowing for competitiveness in the market.
