戰後國際體系成為美蘇兩強對立的狀態，由於核子武器的迅速發展，使全世界面臨毀滅的邊緣。在此種鬆弛的兩極體系中，弱國為求生存，甚至與兩強爭權，卽需聯合，在此情況下，國際統合應運而生。西歐由於戰後經政之衰頹，乃擬由經濟統合開始，期以促成政治統合，使西歐再度揚威於世界。我們之所以選擇西歐作為分析，最主耍的原因是西歐擁有強大的經濟力量與眾多的人口，在當前國際關係與國際體系中，具有強大的影響力；其次，西歐統合是目前區域統合中發展最完善且最有績效者；另外，西歐統合的過程與成果足可作為其他地區聯合之借鏡，可藉以促進區域之和平安全與穩定成長。
本文之研究是以國際統合的槪念作為藍圖，藉以分析聯邦主義、功能主義、及新功能主義、及新功能主義三途徑在西歐統合中的運作狀況。為求關乎當前國際情勢，故將研究範圍界定於七○年代，藉以分析經濟統合與政治統合之關係。由於有關目前西歐統合之原始資料有限，故本文可說是以歐洲共同體公報（Bulletin of the European Communities）為主，而以其他有關的書籍、期刊、與論文為輔，儘可能地加以運用而撰成。
在本文撰寫過程中，蔡師政文居功厥偉，除借閱書籍外，最使著者銘感於心者為蔡師熱忱之關注與耐心之教誨，使著者能縮短許多摸索的時間，倍覺溫暖。另外，陳師元、張師京育、及其他師長與同學之指教、愛護、及鼓勵，皆在此一併致謝。
