教育部預計自100學年全面實施五歲幼兒免學費就讀私立幼稚園政策，預估每年約有21萬人受惠，需要支出170億元以上之經費。此一政策對照教育部自90學年開始實施，每學期每人固定發放5,000元之「幼兒教育券」政策，及96學年起針對經濟弱勢家庭五歲幼兒就讀私立幼稚園，依照家庭所得級距加以補助之「扶持五歲幼兒教育計畫」，不但支出經費龐大許多，且至今關於補助金額及方式、應否排富、合作園所等問題，仍有相當爭議。
本文就這些主要爭議，提出三種可能的備選方案，進行以利害關係人觀點為主之政策預評估，亦即針對利害關係人關心的目標與議題進行評估，以瞭解方案的預期影響和效益，及能否順利被利害關係人接納，同時作為修正備選方案的參考。
本文透過文獻分析法及深度訪談法進行研究。由於五歲幼兒免學費政策很類似美國之教育券政策，而且美國之教育券政策已有豐富之實施經驗，因此，在文獻分析方面，本文將深入探究美國之教育券政策，瞭解其政策目標、政策方案及實際實施成效（尤其著重於對家長教育選擇權及教育品質之影響），作為評估備選方案的參考。

The Ministry of Education plans to adopt the policy to let five-year-old children attend private kindergartens with free tuitions from 2011 academic year. It estimates there will be 210,000 children benefit from this policy, and it will cost over 170 hundred million dollars per year. Contrasting the mentioned policy with the Ministry of Education subsidized NT$5,000 to each person per semester from 2001 academic year in the Nursery Voucher Policy, and gave subsidies for five-year-old underprivileged children to attend the private kindergartens in line with the income of each household in “Five-Year-Old Children Education Support Plan” from 2007 academic year, not only its expenses grow a lot, but there are still arguments between the amount and the way of subsidies, excluding the rich or not and the cooperating kindergartens.
According to these main arguments, this study will propose three possible alternative programs in order to pre-evaluate the policy from the viewpoint of stakeholders. It means that we evaluate the goals and topics to which stakeholders would pay attention to realize the expected influence and effects of programs, whether they could be accepted successfully by stakeholders. This could be the reference for revising alternative programs.
The methods of the study included document analysis and interview. Due to the Five-Year-Old Child Education Support Plan is similar to the education voucher policy in American, and there was rich empirical implementing experience in American education voucher policy. Therefore, we would research American voucher policy deeply to realize its policy goals, policy programs and practical results of implementation(especially focusing on its influence on parental choice and education quality), and compare it with different programs of our five-year-old children free education policy to be the reference of evaluating alternative programs.
