  • 臺灣高鐵—臺灣西部走廊的交通命脈,亦是極為重要的關鍵基礎設施,近期不無頻仍的網際網路恐嚇公眾等危安事件,與相關的刑事犯罪也多有所聞,除了挑戰著警務部門的偵防能量外,也考驗著第一線警隊的應處。本研究主要的研究目的在探討臺灣高鐵配置之鐵路警力數,對臺灣高鐵站轄境之全般刑案發生數的影響。本研究利用2008至2020年、共13年臺灣高鐵八個車站的追蹤資料,採用Moran’s I確認臺灣高鐵站轄境之全般刑案發生數具有空間相依的特性後,本研究採取空間計量模型進行估計。在利用追蹤資料單根檢定判定所有變數皆為定態,以及所有解釋變數沒有共線性與線性重合的關係,以及利用Wald空間延遲檢定、Wald空間誤差檢定、以及Hausman檢定判定本研究最適的實證模型為固定效果空間杜賓模型後,本研究估計該實證模型,並獲得如下結論:一、臺灣高鐵配置之鐵路警力數,對臺灣高鐵站轄境之全般刑案發生數具有負向的影響。二、臺灣高鐵站的旅客人數,對於臺灣高鐵站轄境之全般刑案發生數在統計上具有顯著的正向影響。三、高鐵站所在縣市的青壯年比例,對於臺灣高鐵站轄境之全般刑案發生數在統計上具有顯著的負向影響。四、高鐵站所在縣市的人口密度,對於臺灣高鐵站轄境之全般刑案發生數在統計上具有顯著的負向影響。五、臺灣高鐵站轄境之全般刑案發生數具有正向空間相依性。


    Taiwan’s high-speed rail is not only a major way of transportation in western Taiwan, but an important critical infrastructure as well. Incidents on the internet that put the public in fear and other criminal offences related to the rail are heard from time to time. They not merely challenge the capacity of the police department to prevent and investigate, but also test the frontline police officers to first respond and deal with such cases. The main purpose of this study is to explore the influence of the number of railway police forces on the occurrence of all general criminal cases under the jurisdiction of Taiwan's high-speed rail stations. This study uses 13 years of panel data from 2008 to 2020 at eight stations of Taiwan's high-speed rail and confirms that all variables are stationary by using panel unit root test and that all explanatory variables have no collinear and multi-collinearity relationship between and among them. Further, this study also confirms that the total number of criminal cases under the jurisdiction of Taiwan's high-speed rail station has spatially interdependent characteristics by using Moran's I and selects the fixed effects spatial Durbin model as the most appropriate empirical model for this study after conducting Wald spatial lag test, Wald spatial error test, and Hausman test. Therefore, this study estimates the fixed effects spatial Durbin model and obtains the following conclusions:1. The number of railway police forces has a statistically and significantly negative impact on the number of general criminal cases under the jurisdiction of Taiwan's high-speed rail stations.2. The number of passengers at Taiwan's high-speed rail stations has a statistically and significantly positive impact on the number of general criminal cases under the jurisdiction of Taiwan's high-speed rail stations.3. The proportion of young and prime adults in the county and city where the high-speed rail station is located has a statistically and significantly negative statistical impact on the number of general criminal cases under the jurisdiction of Taiwan's high-speed rail stations.4. The population density of the county and city where the high-speed rail station is located has a statistically and significantly negative impact on the number of general criminal cases under the jurisdiction of Taiwan's high-speed rail stations. 5. The number of general criminal cases under the jurisdiction of Taiwan's high-speed rail station has a positive spatial dependence.
