棘手問題因其社會複雜性與較嚴重的時間限制,往往使傳統治理體系陷入停滯。近年來公民數位社群嘗試以開源軟體的協作方式回應此類問題,然而,現有文獻對這類志工主導的專案如何在協調限制下持續推進,仍缺乏系統性的量化實證。本研究以「小勝利(Small Wins)」為核心,以觀察專案跨越指標性階段角度切入,探討公民數位專案是否存在可複製的事件歷程,最終逐步達成小勝利。
本研究以台灣最大公民數位社群零時政府(g0v)為實證場域,蒐集 2012 至 2024 年間逾 500 個專案、橫跨十二年的數位足跡,建構縱貫性事件資料集,並將專案生命週期劃分為初始化、實作與初步成果三個階段,以關係事件模型(Relational Event Modeling, REM)進行階段式分析,得以捕捉推動專案邁進的非技術性事件與內生機制。有別於以往治理評價慣用的成功與失敗二分標準,本研究以「專案發展的深遠度」作為有序成功程度指標,使漸進式的小勝利得以被觀察與衡量。
分析結果辨識出四種協調樣貌: 遠端型、實體型、自給型與混合型,各自以不同的慣用事件序列邁向社群內曝光與首次對外公開發布。此外,程式碼與資料集的重用能協助團隊略過前置準備、加速專案進展,而操作慣例的重用在不同問題情境下則未有顯著效益。本研究的發現為公民數位專案提供以證據為基礎的行動策略,有助於維繫志工參與並克服因應棘手問題時的本質性挑戰。
Wicked problems often paralyze traditional governance due to their social complexity and temporal constraints. While digital civic communities have emerged to address wicked problems using Open-Source Software (OSS) practices, the dynamics of how such volunteer-driven initiatives navigate coordination constraints remain underexplored. This study investigates whether digital civic projects exhibit replicable event patterns associated with achieving small wins, defined as progression across recognized phase boundaries. Using g0v as the empirical setting, we analyze a longitudinal dataset of digital footprints spanning 12 years (2012–2024) and over 500 projects. Relational Event Modeling (REM) is applied within a phased analysis framework, classifying the lifecycle into initialization, implementation, and primary-outcome phases. This approach specifically captures the non-technical events and endogenous mechanisms that facilitate project progression. By operationalizing success as a continuous "depth of progression," this research moves beyond a binary success-failure standard that renders small wins invisible. The analysis identifies four coordination profiles (Remote, Physical, Self-sufficient, Hybrid), each characterized by distinct event sequences leading to community exposure and first release. Code and data reuse further accelerate progression by enabling teams to bypass preparatory steps, whereas practice reuse shows no significant benefit across differing problem contexts. The findings offer evidence-based strategies for digital civic projects to sustain volunteer engagement and overcome the inherent challenges of addressing wicked problems.
