所謂經濟制度是指一個社會中全體份子為了其本身及該社會的整體利益，而經營其經濟生活，解決其經濟問題，從事各種經濟活動時，共同遵守的一般秩序。
不同社會的經濟活動之秩序，不僅由於各別社會的自然環境、文化傳統、乃至其所受外力的影響而本質不同；且隨著這些因素本身的變動而變動。因此，由於各個社會本身的條件不同，由於其經濟發展的程度不同，使各個社會的經濟制度無法全同。而在同一社會中不同時期的經濟制度又會改變。然而，就形式而言，經濟制度可分為兩大類型。一為自由經濟制度，另一為統制經濟制度。換言之，一為市場經濟制度，一為中央計劃經濟制度。前者以美國和西歐為代表；後者以蘇聯為代表。當然，介於兩者之間—或偏於自由經濟制度，或偏於統制經濟制度者，亦所在多。
本論文以蘇聯經濟制度作為研究對象，乃是基於下列理由：第一，蘇聯為中國的強鄰，素有侵略野心，覬覦中國已久；第二，蘇聯是世界上第二大強國，有強大的經濟力量作為其軍事侵略的後盾；第三，蘇聯是共產國家的先驅，散播共產主義毒素的罪魁禍首；第四，蘇聯首創社會主義中央計劃的經濟制度，其影響至深且鉅。第五，中共的經濟制度溯源於蘇聯，我們研究後者的經濟制度，才能透徹了解前者。第六，今日我們要完成反共抗俄的大業，必須要知己知彼，方能百戰百勝。經濟作戰，旣為總體戰中不可或缺的一環，我們唯有認識敵人經濟制度的強弱利弊，才能因時制宜，克敵於機先。
當前的蘇聯經濟制度，是以社會主義經濟和計劃經濟為基本特徵。社會主義經濟的基本特徵，是生產工具和生產資料社會化或為社會所有。至於蘇聯計劃經濟的基本特點，則是在於經濟管理的中央集權化，生產品的種類及其產量，產品的價格、投資額的分配與投資的對象，槪由政府決定，因而形成一個全面性的、直接的中央集權計劃經濟。
本論文的撰寫共分六章廿四節。第一章首先探討蘇聯經濟制度的理論基礎；第二章是對蘇聯經濟制度之沿革作一回顧；第三章是剖析蘇聯官僚體系與經濟制度之關係；第四章是敍述蘇聯經濟制度之運作；第五章則從前四章中歸納出蘇聯經濟發展之途徑；第六章為結論，分別對蘇聯社會主義、計劃經濟及其發展模式等加以評估，從而洞察蘇聯經濟未來發展之趨勢。
