本研究聚焦中國在太陽能產業取得主要地位後,對太陽能技術的創新是否出現研發懈怠進行實證分析。本文運用PASTAT專利資料庫,蒐集2000至2022年九大專利局的太陽能專利數據,並依照太陽能電池技術世代與產業鏈進行分類。研究方法包括傳統專利指標分析(如專利申請量、被引用次數與專利內容)及新穎指標(如技術進步率估計與主路徑網絡分析)。結果顯示,中國在全球太陽能專利的申請量自2012年快速增長,占比超過70%;然而以被引用次數、技術進步率與高持續性專利結果而言,中國在太陽能領域的品質與影響力不如美國、日本與韓國。以技術進步率的變化顯示,中國主導市場後,第一、二代太陽能電池的技術進步速率未見明顯提升,甚至有部分停滯或下降,而產業鏈上、下游子領域因受其他產業技術外溢影響,進步率升幅最大。中國崛起雖提升該國的專利申請,卻造成全球太陽能創新減緩,並且中國的專利申請呈現「量升質降」的現象。最後,本文建議以更仔細的專利分類與資料補全跨國專利品質研究。
This study examines whether China's dominance in the solar industry has led to reduced innovation in solar technologies. Using PASTAT patent database, we analyzed solar patent data from nine major patent offices between 2000-2022, categorized by solar cell technology generations and industry value chain positions. Methods included traditional patent indicators (application counts, citations, patent content) and novel metrics (technological progress rates, main path network analysis). Results reveal that China's global solar patent applications surged after 2012, exceeding 70% of total filings. However, citation frequency, technological progress rates, and high-persistence patents indicate Chinese solar patents have lower quality and impact compared to the US, Japan, and South Korea. Technological progress rate analysis shows that after China's market leadership, first and second-generation solar cell progress rates did not improve significantly and sometimes declined, while upstream and downstream sectors experienced the largest progress increases due to technological spillovers from other industries. Although China's rise increased its patent filings, it appears to have slowed global solar innovation, creating a "high quantity, low quality" pattern in Chinese patents. We recommend refined patent classification methods and improved data completeness for future cross-country patent quality research.
