論文提要

本論文以「分析與互動之間的關係」作為研究林布隆決策思想的焦點，貫穿全文的主要問題是：

「林布隆的決策思想主要在基於人的有限知性能力的前題下，研論如何調合分析與互動以解決問題。亦卽如何策略地妥善運用互動與分析，來謀求社會問題的有效解決。」從此―主要問題，衍生各項次要問題為本文各章節研究重點，加以論述。因此本文論述重點如下：

第一章之重點在說明本文研究目的與範圍，研究資料及研究態度和方法。

第二章重點有二，(一)在指出形成林布隆決策思想，可能的主要背景因素是在於(1)對傳統理性決策思想之不滿，(2)漸進政治的啟發，(3)學經歷背景的影響此三者，(二)在指出林布隆決策思想的基礎是在有限知性能力及意涵。

第三章的重點在說明：(1)吾人不能也不應以純粹的思考分析來解決問題或從事決策，而需以互動來達成；(2)吾人多數是經由各種控制方法來進行互動或交互調適來達成決策。此時，政策的制成或設定有二種狀況產生；(3)以互動來達成決策時，分析的角色與功能是與純粹的分析決策時有所不同。其角色乃在因應互動，其目的乃在刺激爭議，整合價值。

第四章的重點有三：(1)指出傳統的分析決策方法的主要觀念在於「全盤」，「事實與價值二分」，因此產生種種限制；針對傳統決策法的觀念及引發的限制，漸進主義提倡「簡化分析」「將分析附屬互動」的觀念。(2)說明漸進主義在其主要觀念下，分別包括策略分析決策法，斷續漸進分析決策法，與簡單漸進分析決策法三個層次。其中，策略分析決策法是包含另二者，而另二者只是策略分析決策法中策略，二個策略中又以斷續漸進分析法是具有系統性，也是策略分析決策法所唯一例示的系統策略。除此之外，並指出策略分析決策法的系統特徵。(3)指出斷續漸進分析法此一系統策略的運用，以闡明策略分析決策法的觀念。

第五章結論除了提出筆者個人研究心得，林布隆決策思想演進過程外，並與Dror, Etizoni, Simon決策思想做一扼要的比較，最後並嚐試將林布隆決策思想做一扼要的綜合評斷。
