在民主政治當中，金錢與選舉在的關係是密不可分的，選舉必須依靠金錢才能推動，缺乏金錢是無法從事競選。而金錢也對選舉造成影響，其正面的影響是能夠幫助候選人從事競選、宣傳、以及向選民推銷自己；其負面影響則是可能出現政府或候選人貪污以及圖利特定團體的情形。此外，競選經費過高將形成另類的參選門檻，不利於選舉競爭。所以如果缺乏有效的管理方法，情況嚴重甚至會侵害民主政體的正當性。於是，如何有效的處理金錢在選舉中帶來的問題，已是民主國家當中的重要課題。
各國通常透過制度的設計來面對金錢在選舉中帶來的影響，讓金錢在使用上發揮正面的效用，降低負面影響。1960年代起所出現的公費選舉制度便是為了達成上述目標，在歷經時間的發展，受到所處政治環境與價值的影響，使得各國公費選舉制度發展出不同面貌。美國公費選舉制度是從自由權與平等權之價值觀出發，然歐洲國家對於公費選舉制度之設計，則著重在多元政黨體系之價值。
反觀台灣現行公費選舉制度的設計，卻無法發揮應有的功效來解決金錢在選舉中帶來的弊害。本研究初步發現支出愈高的候選人，其當選的機會愈大。由於台灣公費選舉制度是採行選後補助，本文也進而發現擁有較多資源者（現任者、大黨和有能力負擔高競選支出的候選人）傾向獲得較高選票而當選，選後又往往會獲得公費補助。此種選後補助方式的問題在於無法補助選前有才能卻少有資源的候選人，其補助結果反而更強化原本就具有金錢實力的候選人，而不利於公平選舉與甄選人才之目的，顯示現行台灣公費選舉制度設計有其問題。本研究最後參考美、德兩國公費選舉制度設計，經由美、德、台三國比較提出改良台灣公費選舉制度具體之道。.
