序言
東南亞一直是受外力影響很深的地區,過去,它曾籠罩於中、印帝國及西方的殖民勢力之下。二次大戰後由於民族主義的昂揚,東南亞各國紛紛獲得獨立,然而獨立迄今也依然是無法擺脫外力對它們的束縛,原因是東南亞區域間存在著許多動亂的因素,而區域內各國無法以本身的力量來解決問題,在安全上它們依附大國的保護甚深。而大國則基於地緣政治及戰略利益的考慮,也一直不願見到此區為其他強權所控制,甚而更運用各方面的影響力,來籠絡這些小國。因此,東南亞國際政治所呈現面貌,便是大國間在此不斷的角逐,以及小國為求生存的適應之道,彼此之間不斷更迭與相互影響的關係。換句話說要了解東南亞國際政治的實質內容,唯有將區域間小國對安全必要條件的看法,與在東南亞扮演強權角色國家的看法並列,才能尋出外交政策合作的希望或是障礙。
東南亞中立化的構想,便是這些小國為求生存,思以此做為外交政策的指導原則,進而尋出一長久可恃的安全制度。越戰的教訓使它們覺得依賴強國的保護並非是絕對的可靠,所以此構想所包含的意願也希望外力對東南亞的干涉減至最低。此構想如能實現,對這些小國的安全以及區域的和平將有絕對的貢獻。祇是此構想所牽連的問題太多,包括大國的意願如何?區域間各國能否誠心的合作?將尋何種途徑以達致?中立化對區域間甚或全世界的權力結構,將會帶來何種變動?這些都是需要探討的問題,本論文擬就目前東南亞國際政治的實情,對中立化的問題做一探討,求得其問題的真實所在,並展望它可行的途徑。
本論文共分為五章十七節,約十八萬字。第一章是敍述影響東南亞國際政治的幾個背景,包括有民族主義,共黨革命,種族衝突與領土爭執,以及經濟的因素。第二章是探討大國在東南亞的角逐情形,從歷史的過程,尋出大國對此區的真實意願,以及從國家利益的觀點,研討大國對本區在將來會做何種程度的介入。第三章是討論東南亞各國在大國角逐下做如何的適應之道,以及區域間各國彼此在國際關係中的互動關係。第四章是說明中立化構想本身的定義,問題,提出的背景,以及各方對此中立化的反應。第五章則展望中立化的可行途徑。最後是本文的結論對最近的未來,東南亞中立化可能發展的方向,做一描敍。
