自一九六○年代末期,蘇聯海軍積極進入十九世紀時向稱英國「內湖」的印度洋後,印度洋瞬息間成為國際視聽的焦點。國際間有關蘇聯在印度洋海權擴張的著作、論文亦一時蠭起,作者於拜讀之餘,頗有感觸。蘇聯在印度洋海權擴張之理論依據與實際作為,實宜以較有系統之方式介紹與國人之念,不禁油然而生。自是而後,乃各方蒐集有關資料,博覽有關著述,歷經多時,本文始告完成。全文計分七章,玆就各章要旨略為提述如后:
第一章為緒論。闡釋海權的意義與核子時代下海權的重要性,以及陳述蘇聯主張強化海權的主要理論依據與重視程度。復次解釋本文選擇蘇聯在印度洋的海權擴張作為研究對象的考慮因素,並於研究範圍界定後,試行提出六個假設,以為本文研究的張本。
第二章係對在核子時代下,蘇聯如何利用海權以為實現國家目標,作理論性的探討。並以,(1)海權之利用與戰略嚇阻,(2)海權之利用與有限戰爭,(3)海權之利用與國家威望,(4)海權之利用與商業擴張,四個子題作為討論重點。希望藉此能對蘇聯海權擴張政策有一基本的理解,以為以下各章探討的依據。
第三章討論蘇聯對印度洋戰略環境之理解程度。試就政治、經濟、軍事、以及文化等四個層次,對印度洋的一般情勢作槪略性的論述,進而研討蘇聯在印度洋積極從事海權擴張的動機所在。
第四章討論蘇聯對印度洋海權擴張之特微。試分別就蘇聯在印度洋區域的友好國家之爭取、戰略基地之建立、長期艦隊之駐泊、海洋貿易之開拓、遠程漁業之投資等策略,加以論述,藉以瞭解蘇聯在印度洋海權擴張的實際作為,並從中剖析其意圖。
第五章討論印度洋在蘇聯海軍戰略中之地位。本章論述要點為,試圖從蘇聯官方對外發表的言論中,略為探知蘇聯高層決策對印度洋戰略地位的觀點。次論及,蘇聯在印度洋為嚇阻中共擴張而採取的「圍堵」戰略思想,以及為打擊西方實力而採取的「海上阻絕」戰略思想。最後並就「蘇印友好合作條約之簽訂及影響」之分析,以說明印度在蘇聯印度洋戰略思想中的重要性。
第六章討論「印度洋和平區」運動的成功機率。本章係就第三世界與聯合國中對「印度洋和平區」運動的發起與推動作一般性的論述,並推測該運動所將遭遇的種種困難。最後本章並就美、蘇在印度洋非軍事化談判作一簡要評述,以為印度洋未來可能情勢發展的推斷。
第七章結論。本章旨在就前述各章的假設、推斷與討論作一全般性的簡要敍述與分析,並且對於蘇聯在印度洋海權的擴張加以評估,以為西方國家之警惕。
