交通建設是區域發展的重要基礎，為改善東部運輸條件，交通部於2019年啟動「高鐵延伸宜蘭計畫」，期望銜接北北基宜軌道運輸系統。然而，在宜蘭高鐵站設址的決策過程中，中央與地方之間出現歧異，使原以專業評估為基礎的決策歷程，轉變為爭議延宕的公共議題。本研究以「高鐵延伸宜蘭設址爭議」為個案，從「中央與地方府際合作之九種落差」的理論視角出發，分析中央與地方在決策過程中的合作困境。本研究運用次級資料與深度訪談資料進行三角檢定，並以持續比較法進行訪談資料的編碼分析。研究結果發現，除了各類落差分別對高鐵設址過程產生影響外，不同落差之間亦存在錯綜複雜的交織作用，共同形塑了一個充滿曲折與爭議的決策歷程。基於此，本研究提出三項政策建議：一、於規劃初期建立透明資訊釋出機制，分階段釋出資料，奠定互信；二、提供簡明易懂的綜合評估報告解釋版本，協助地方理性參與；三、於計畫前期進行跨計畫共構調查，及早發現潛在衝突。研究成果除補足國內公共行政領域在交通建設或其他重大建設之設址議題上的空缺，亦可作為未來政策溝通與府際協調之參考。

Transportation infrastructure serves as a critical foundation for regional development. To improve transportation conditions in eastern Taiwan, the Ministry of Transportation and Communications launched the “Taiwan High-Speed Rail(THSR) Extension to Yilan” project in 2019, aiming to connect the rail systems of Taipei, New Taipei, Keelung, and Yilan. However, during the station siting decision-making process, significant divergences emerged between the central and local governments, transforming what was initially a professionally driven evaluation process into a prolonged and highly contentious public issue. This study takes the controversy over the siting of the THSR extension to Yilan as a case study, analyzing the collaborative challenges between the central and local governments through the theoretical lens of the “nine intergovernmental cooperation gaps.” This research employs secondary data and in-depth interview materials for triangulation, and adopts the constant comparative method to code and analyze the interview data. The findings reveal not only the influence of each type of gap on the siting process but also the intricate ways in which these gaps intersect and reinforce one another, collectively shaping a complex and contentious decision-making trajectory. Based on these findings, this study proposes three policy recommendations: (1) establishing a transparent, phased information disclosure mechanism at the early planning stage to build mutual trust; (2) providing a simplified and accessible version of the comprehensive evaluation report to support rational participation from local actors; and (3) conducting cross-project co-investigations in the early stages of planning to identify potential conflicts in advance. The results of this study fill the gap in Taiwan’s public administration research concerning the governance of major transportation and infrastructure siting issue. Moreover, the findings offer practical insights for improving future policy communication and intergovernmental coordination in similar contexts.
