自 1932 年立憲以來,泰國雖形式上建立君主立憲體制,實際政治發展卻長期呈現軍方反覆干政、文人政府不穩與制度安排持續重組的特徵。2001 年後,塔信系政黨憑藉全國性政黨組織、政策動員與穩定選民基礎,逐步成為泰國當代最具競爭力的選舉型政治力量,並對軍方、官僚與保守政治菁英所支撐的既有秩序形成結構性挑戰。相較於 2006 年政變主要著重於排除塔信本人及其直接政治影響力,2014 年政變後,軍方則進一步透過憲法重塑與制度重構,重新界定政黨競爭與政府形成的制度邊界。
本文旨在探討 2014–2026 年間,軍方主導的制度重構與舊政治菁英、塔信系政治菁英之間的互動重組,如何影響塔信系政黨在結盟策略與政黨定位上的轉變。本文以歷史制度主義為理論主幹,將「制度性否決權」設定為主要自變項,將「菁英互動」界定為制度約束轉化為政黨策略調整的中介機制,並採過程追蹤法進行實證分析;在時間安排上,以 2001–2013 年作為前史背景,並以 2014–2026 年作為核心研究時段。
本文主張,塔信系政黨於 2014–2026 年間在結盟策略與政黨定位上的轉變,不能僅理解為個別政治人物選擇、單次選後談判或短期政治交易,而應置於 2014 年後泰國制度重構的脈絡中加以理解。具體而言,軍方主導下形成的制度性否決權,經由舊政治菁英與塔信系政治菁英之間的互動重組,推動塔信系政黨由過去較具挑戰既有秩序色彩的行動者,逐步轉向更能在既有制度框架內運作的協商型競爭者。
This thesis examines how military-led institutional restructuring, operating through elite interaction as a mediating mechanism, shaped the coalition strategy and party positioning of Thaksin-aligned parties in Thailand during 2014-2026. Although Thailand has formally maintained a constitutional-monarchical framework since 1932, its politics has long been marked by recurrent military intervention, unstable civilian rule, and repeated institutional redesign.
After 2001, Thaksin-aligned parties became Thailand's most competitive electoral force through nationwide organization, policy-based mobilization, and a durable support base, thereby challenging the order supported by the military, bureaucracy, and conservative elites. Compared with the 2006 coup, the 2014 coup represented a deeper attempt to redefine the institutional boundaries of party competition and government formation.
Adopting historical institutionalism and process tracing, this study treats 2001-2013 as historical background and 2014-2026 as the core period. It operationalizes institutional veto power through six institutional instruments and examines key events from 2023 to 2026, including the obstruction of the Move Forward Party, Thaksin's return, judicial interventions involving Srettha Thavisin and Paetongtarn Shinawatra, and the continuation of cross-camp cooperation. It argues that institutional veto power established through military-led institutional restructuring reshaped political competition and, through the reconfiguration of elite interaction, pushed Thaksin-aligned parties away from a confrontational stance and toward a more negotiation-oriented role within the existing political system.
