經濟制裁早於希臘時代城邦政治時期，即為各邦所採用。其性質介於外交協商和武裝衝突之間，較外交協商具有更多的強制性，卻可避免武裝衝突的風險性。然而1990年至2000年間「制裁的十年」期間，大量發動經濟制裁的結果卻嚴重殘害被制裁國人民的生活，而對其領導掌權階層影響有限，成為備受質疑的政策工具。1998年及2000年聯合國總結經驗，由當時秘書長安南先後提出「精巧制裁」（Smart Sanctions）及「瞄準制裁」（Target Sanctions）以求改進，國際制裁之主要形式聚焦於「武器禁運」、「金融制裁」及「旅行禁制」等三種。
Gregory F. Treverton認為國家對外政策區分為「說服」 （Persuasion）、「脅迫」（Coercion）、「控制」 （Control）等3類主要策略，綜合以外交協商、國際制裁和武裝衝突等「工具」協調執行，而國際制裁在其中「脅迫」策略之運用，分別扮演「主要（核心）工具」和「輔助（支援）工具」之功能角色。「脅迫」的成功與否，經由Alexander L. George之長期研究，決定於執行時「脅迫成功要素」是否完備。本研究選取「敵我動機非對稱性」、「敵方承受急迫壓力」、「我方獲得適切內外支持」、「敵方畏懼衝突升級」、「精確誠信之解決方案」等5項「脅迫成功要素」，交叉分析「武器禁運」、「金融制裁」及「旅行禁制」3種制裁形式之脅迫功能優劣。
經過綜合比較，三項國際制裁工具輔助「武力威脅」時，較能滿足脅迫成功要素；若單獨作為脅迫主要工具時，較不易滿足脅迫成功要素。其次，若單獨作為脅迫主要工具時，則以「武器禁運」最能滿足脅迫成功要素，「金融制裁」次之，「旅行禁制」最末。執行「脅迫策略」時應自我認知將偏向攻勢現實主義「霸權競逐論」之外交思維，須有效協調外交談判、國際制裁、武力威脅，以建構「聯合脅迫能力」，並善用當前各種國際制裁形式之密切關聯作用。
