近年來,穩定幣(Stablecoin)與現實世界資產代幣化(Real World Assets, RWA)快速發展,逐漸從加密資產交易媒介,轉向銜接傳統金融基礎設施與金融商品之數位結算工具。本研究以穩定幣對未來台灣金融交易之影響為核心,並以 K 證券公司為個案,探討穩定幣與 RWA 對台灣證券業、財富管理業務、跨境結算及資產分銷模式可能帶來之變化。
本研究首先分析美國法規與國際主要案例,發現穩定幣監理逐漸朝向 1:1 準備資產、禁止配息、資產隔離、合格託管及反洗錢控管等原則發展,顯示穩定幣正被重新定位為受監管之支付與結算工具,而非收益型投資商品。BlackRock BUIDL、Franklin Templeton FOBXX、Ondo Finance、Securitize、Circle 及 JPMorgan 等案例亦顯示,穩定幣的核心價值不只在於支付效率,而在於作為 RWA 商品之計價、申贖、抵押與即時結算媒介,使傳統金融資產得以連結鏈上流動性與跨境資金。
其次,本文比較亞洲主要市場之監理路徑,發現各國並非一致採取全面開放策略,而是依自身金融定位形成不同模式。相較之下,台灣受限於外匯監理、散戶保護、洗錢防制、數位資產法規尚未成熟及支付系統已相對便利等因素,短期較適合參考日本由傳統金融機構主導、逐步試辦、分層監理之 TradFi-first 路徑。
進一步透過台灣法規整理與專家訪談分析,發現台灣在穩定幣與 RWA 發展上仍面臨監理架構、鏈上結算機制、市場基礎設施及跨境資金管制等限制。穩定幣對台灣金融交易之影響,並非取代既有支付與證券交易制度,而是在合規前提下推動傳統金融與區塊鏈技術整合,進而改善跨境交易、資產分銷、款券交割及財富管理服務之效率,提升台灣金融商品對亞洲及國際投資人之可及性與吸引力。若台灣未能建立合規之數位資產基礎設施,具收益性或產業代表性之優質資產,可能在全球 RWA 發展中缺席,或由境外平台重新包裝並吸納相關資金。
經由 K 證券個案分析、風險矩陣、SWOT 與 STP 架構,本文歸納其初期應鎖定高資產客戶、專業投資人、法人資金、海外亞洲配置型投資人及具穩定幣結算需求之跨境投資族群;並採階段式策略,先推動法規遵循、鏈上監控、虛擬資產保管協作及外國債券 RWA 概念驗證,再發展代幣化債券、貨幣市場基金、法人跨境結算服務,並於法規成熟後評估台灣收益型資產、科技產業資產及具代表性之高股息 ETF 之合規 RWA 商品化。
綜合而言,穩定幣對台灣金融交易之影響,不在於短期內取代既有支付或證券交易制度,而在於其可能成為未來 RWA、代幣化證券與跨境財富管理之關鍵結算媒介。對台灣證券業而言,未來競爭關鍵不在於是否自行發行穩定幣,而在於能否建立鏈上與鏈下帳本橋接、合規保管、財管商品開發、跨境分銷、風險控管及專業投資人服務等能力。K 證券若能結合金控銀行之資金與保管優勢,以及自身在債券、財富管理與客戶服務之基礎,將有機會由傳統證券商轉型為合規 RWA 與數位財富管理平台。
In recent years, stablecoins and the tokenization of real-world assets (RWAs) have developed rapidly, gradually evolving from instruments primarily used for crypto-asset trading into digital settlement tools that connect traditional financial infrastructure with financial products. This study focuses on the potential impact of stablecoins on the future of financial transactions in Taiwan and uses K Securities as a case study to examine how stablecoins and RWAs may transform Taiwan’s securities industry, wealth management services, cross-border settlement, and asset distribution models.
This study first analyzes the United States regulatory framework and major international cases. The findings indicate that stablecoin regulation is increasingly converging around such principles as full 1:1 reserve backing, prohibition of interest payments, segregation of reserve assets, qualified custody, and anti-money laundering controls. This trend suggests that stablecoins are being repositioned as regulated payment and settlement instruments rather than yield-bearing investment products. Cases involving BlackRock BUIDL, Franklin Templeton FOBXX, Ondo Finance, Securitize, Circle, and JPMorgan further demonstrate that the core value of stablecoins lies not only in improving payment efficiency, but also in serving as instruments for the denomination, subscription and redemption, collateralization, and real-time settlement of RWA products. Through these functions, traditional financial assets can be connected to on-chain liquidity and cross-border capital flows.
Second, this study compares the regulatory approaches adopted by major Asian markets and finds that these jurisdictions have not uniformly pursued comprehensive market liberalization. Instead, each jurisdiction has developed a distinct model based on its own positioning within the financial system. By comparison, Taiwan faces constraints arising from foreign exchange controls, retail investor protection requirements, anti-money laundering obligations, an immature digital asset regulatory framework, and an already highly convenient domestic payment system. Therefore, in the short term, Taiwan may be better suited to adopting a TradFi-first approach similar to that of Japan, characterized by leadership from traditional financial institutions, gradual pilot programs, and tiered regulation.
Furthermore, through an analysis of Taiwan’s regulatory framework and expert interviews, this study finds that the development of stablecoins and RWAs in Taiwan continues to face limitations related to regulatory architecture, on-chain settlement mechanisms, market infrastructure, and cross-border capital controls. The impact of stablecoins on Taiwan’s financial transactions is unlikely to involve the replacement of existing payment and securities trading systems. Rather, under a compliant regulatory framework, stablecoins may facilitate the integration of traditional finance with blockchain technology, thereby improving the efficiency of cross-border transactions, asset distribution, securities settlement, and wealth management services, while enhancing the accessibility and attractiveness of Taiwanese financial products to Asian and international investors. Should Taiwan fail to establish compliant digital asset infrastructure, high-quality assets with attractive yields or strong industrial representation may be absent from the global development of RWAs, or may instead be repackaged by offshore platforms that ultimately capture the associated capital flows.
Based on the K Securities case study, risk matrix, SWOT analysis, and STP framework, this study concludes that the company should initially target high-net-worth clients, professional investors, institutional investors, overseas investors seeking Asian asset allocation, and cross-border investors with stablecoin settlement needs. It should also adopt a phased strategy. In the initial stage, K Securities should prioritize regulatory compliance, on-chain transaction monitoring, collaboration in virtual asset custody, and proof-of-concept projects involving tokenized foreign bonds. It may subsequently expand into tokenized bonds, money market funds, and cross-border settlement services for institutional clients. Once the regulatory environment becomes more mature, it may further evaluate the compliant tokenization of Taiwanese yield-generating assets, technology-sector assets, and representative high-dividend exchange-traded funds as RWA products.
Overall, the impact of stablecoins on Taiwan’s financial transactions does not lie in their ability to replace existing payment or securities trading systems in the short term. Instead, their significance lies in their potential to become a critical settlement medium for future RWAs, tokenized securities, and cross-border wealth management services. For Taiwan’s securities industry, the key competitive issue will not be whether securities firms issue their own stablecoins, but whether they can establish capabilities in bridging on-chain and off-chain ledgers, compliant custody, wealth management product development, cross-border distribution, risk management, and professional investor services. By combining the funding and custody advantages of its affiliated financial holding company and banking group with its existing strengths in bonds, wealth management, and client services, K Securities may have the opportunity to transform itself from a traditional securities firm into a compliant RWA and digital wealth management platform.
