二十世紀八十年代，科技發達，交通、訊息頻繁，時、空的距離亦相對地縮小。在這個知識爆炸的時代，如何瞭解發生在我們四週的事物？如何客觀地掌握自己的判斷而不受主觀願望的矇蔽？如何分析眾說紛云的國際現象，選擇一項合乎國家利益、安全的外交政策，並同時促進國際安全、人類福祉？ … 以上種種問題，也許並不能找到令人滿意的答案，却皆值得吾人深思研究、分析。

第二次世界大戰以來，戰略武器之競賽與管制，成為左右國際政治局勢的重要因素之一，「相互嚇阻」、「恐怖平衡」、「巨型報復」、「彈性反應」、「對抗價值」、「對抗兵力」、「可信任之報復兵力」、「易毀性之窗」 … … 等各式戰略理論，更足以說明，當代核子時代美蘇在國際政治兩極體系上由「冷戰」到「和解」的全球性權力平衡和對抗之現象。

由於蘇聯運用其獨特的「共產主義世界革命」概念分析當前的國際「力量對比關係」，令人懷疑其外交政策之制訂與執行、軍事理論分析和戰略武力之部署，是否完全脫離國際一般規範之常軌？抑僅以其意識型態做為迷惑世人的煙霧？影響蘇聯軍事戰略理論極深的十九世紀德國戰略學家克勞塞維茨（Karl Von Clausewitz）曾謂：「戰爭，是政治另一種形態的延續。」被蘇聯奉為戰略的圭臬。那麼，根據這個理論推演，在戰略核子武器時代的今天，「武力」，或者，「使用武力之威脅」，是否仍為外交政策的工具之一？若然，則其外交政策在不否認，也不能否認訴諸武力的可能性之下，同時必須面對戰略核子武器巨大毀滅的威脅。這就是當代外交和戰略抉擇上的兩難。那麼，對於這個問題有無解決之可能性？「戰略武器管制談判」能否達成上項目的？蘇聯參與該項談判的目的為何？她是否滿足於真正的戰略穩定和平衡，還是以此為一項外交政策的手段，藉以達成其他的政治性目標？

為探討上項問題，作者將對「戰略武器管制與蘇聯外交政策」作一深入的研析 ----- 在當前國際政治體系下，產生何種戰略理論？其戰略意義為何？戰略武器管制與競賽，對於蘇聯外交政策有無影響？若有，是何種影響？對其國家安全有何影響？蘇聯如何制訂、執行其外交政策？其理論基礎為何？在從事上項研究之前，首先分析蘇聯決策制訂之指涉架構，辨明「外交政策」和「戰略武器」之內涵，和核子時代的戰略理論，以及戰略武器管制與競賽的歷史經驗。然後，以美蘇兩個階段的戰略武器管制談判為個案研究。先以蘇聯決策制訂與執行為重心，再擴充到其與國際體系的互動。

本論文的目的，是為研究核子時代的各項攻擊與防衛戰略理論是否有助於權力平衡、戰略穩定？「戰爭」與「政治」之間，是否實具延續性的關係？換句話說，即，戰略武器競賽、管制與蘇聯外交政策目標、手段之間的相關性為何？以及，戰略武器管制對於世界和平之展望。作者採用決策制訂模型，系統分析、內容分析，以及個案研究 … 等途徑，從理論與實際並重的角度對上述問題進行解析和釐清。

除結論外，本論文，分六章十八節，約十五萬字。

第一章以施奈德(Richard C. Snyder)等所創之「決策制訂模型」( Decision-Making Model)為研究蘇聯決策制訂之指涉架構。並就「外交政策」之定義及範圍，探討外交政策之研究途徑、目標、手段、權力基礎，以及國家利益和安全。再分析蘇聯之決策制訂與執行架構，及影響其外交、軍事決策制訂與執行之機構。

第二章首先闡明「戰略武器」一詞之範圍，再研究核子時代之戰略理論，如：嚇阻理論、巨型報復與彈性反應（全面戰爭與有限戰爭） … … 等攻擊與防衛之理論，並探討對於蘇聯戰略理論有深刻影響的十九世紀德國戰略學家對「戰爭」之分析，在戰略武器時代之適用性，以及「贏得核子戰爭」之真實性為何。

第三章從國際層面，分析戰略武器競賽與管制之理論與實際。研究自第二次世界大戰後所曾試探解決國際上戰略武器競賽之各種裁減和管制方案，作為分析未來「戰略武器管制」可行性研究的基礎。

第四章就「共產主義意識型態」、「俄羅斯傳統」和「國家目標與行動綱領」，從理論和實際並重的角度研析蘇聯外交政策之決策制訂和執行。

第五章剖析蘇聯早期與當代之軍事戰略理論、戰略兵力部署及其指揮結構。

第六章以美蘇「戰略武器管制談判」第一、二階段為個案，分析蘇聯對於戰略武器管制、外交、軍事之政策制訂。

結論中，作者綜合本論文之研究心得，分析戰略武器管制與蘇聯外交政策之間微妙的關係，以釐清國際政治上動亂的來源。並提出個人之淺見。
