This thesis explores how popular culture can support gender justice by analysing the Netflix political drama Wave Makers (人選之人—造浪者) and its influence on Taiwan’s #MeToo movement. Released in April 2023, the series portrays workplace sexual harassment inside a fictional political party with striking realism. It brings attention to institutional silence, victim-blaming, and female solidarity. Shortly after its release, many survivors from politics, media, academia, arts, and other sectors began sharing their experiences publicly. Many cited the drama as the catalyst that gave them courage and language to speak out.Drawing on feminist media theory, Judith Butler’s theory of gender performativity, and the concepts of digital feminism and affective publics, this thesis analyses media coverage, survivor testimonies and activist responses between April 2023 and December 2024. It shows how Wave Makers provided survivors with emotional templates and performative scripts that helped transform private experiences of harassment into public testimony and collective action. The study argues that popular culture can discursively give shape to gender politics rather than simply reflect it. In Taiwan, a society with relatively progressive gender laws but persistent cultural norms of silence, the drama lowered the barrier for speaking out. This helped accelerate Taiwan’s delayed #MeToo movement.
