論文提要

政治發展是一九六○年代初期崛起的新興學科，嚴格說來，政治發展理論的建構，現階段還在探索之中，對許多基本問題，學者們尚無一致的看法，更未建立一個為大家接受的周全理論。目前政治發展研究的工作是分三種方式推行：（1）不同國家的個案研究，利用政治發展的新觀念於傳統的區域研究。（2）資料的收集，尤其是不同地區或文化的對比的資料。（3）理論與模式的建立，自六○年代以來，學者們對此努力甚勤，但成果並不豐碩。其困難是一發展問題的研究，歷時甚短，而且開發中國家的客觀環境，不容許精確資料的收集，因此實證工作，推展不易。加之，政治發展為一種動態研究，不僅要顧到橫面資料（卽不同社會的對比資料），而且也要留心縱面資料（卽同一社會不同時期的資料），研究之困難，自可想見。

第二次大戰以後，民族主義浪潮高漲，短短的三十年內，亞、非、拉丁美洲已有近百的前殖民地獲得獨立，這些新興國家的獨立建國問題與其政治行為，係研究政治發展問題的重要一環。這許多新興國家，雖然由不同的民族組成，但卻具有若干共同的特徵，它們都是農牧經濟，其生產方式大體都利用人力與畜力，機械力的比例是很小的，由於生產技術落後，人民生活一般都很困苦，它們的社會結構甚少都市化與工業化的成份。這些新興國家有一個共同願望，就是發展。這股強烈的願望，一方面為它們提供努力奮鬥的動力，但另一方面，由於理想的難以實現，而帶來挫折感與失望感。因此引起的盲目或非理性的冒險行為，加上劇變中社會的浮躁與不安，在在都使這些國家，甚至整個世界充滿了不可測的危機。這許多開發中國家今後能否在相當時間內獲得發展，實為全人類前途之所繫。

本論文謹就前為英國殖民地的馬拉威共和國為例，析論其獨立建國經緯，並探究影響馬拉威政治發展的內外因素及其所選擇的發展途徑。有關馬拉威問題的論著不多，國內更是少見，其中絕大多數只論述其歷史演進過程與社會背景，且偏重於殖民時期的政治特質，獨立後的資料甚缺，而國內有關資料亦多僅止於一九七四年以前的出版刊物。作者儘就可能收集到的中外報章期刊與書籍摘取資料，以撰寫本篇論文。由於資料收集不易及實證工作闕如，加之作者才疏學淺，且無寫作論文經驗，本篇論文疏漏之處勢恐難免，日後如有機會，必當繼續研究，補充闕疑，這是本文作者最大的顯望。

本文共分八章十八節，各章內容要旨如次：

第一章是導言，簡敍本文的研究途徑與理論架構。

第二章述敍尼亞薩蘭時期的殖民，統治特質，與引發土著民族主義思想的誘因。

第三章論述馬拉威初期民族主義運動的源起，分析非洲自由組合結社與分離教會的功能，城市工業化與土著暴動，以及民族主義政治運動的形成背景。

第四章探討羅尼聯邦成立的背景、經過與其解體的內外因素。

第五章析論一九六一―六四年的轉變時期，說明獨立前的經濟情況與轉變時期的政策內涵。

第六章論述馬拉威共和國的建立與政治發展。說明政黨組織發展經緯與其功能，分析一九六四年內閣危機的起因與涵義，並研究決策階層的認知與其政治發展的取向。

第七章析論馬拉威獨立後在國際體系中與他國互動關係的程度與本質，並分析其外交決策的影響主因，與其對外發展所面臨的問題。

第八章為結論，就研究心得提出一些相關問題的看法，並簡評其獨立後發展路線之當否。
