  • 在全球地緣政治競逐與半導體供應鏈重組的背景下,半導體已成為攸關國家安全與科技自主權的議題。本研究以「捷克半導體產業」為個案,採用「三螺旋理論」(Triple Helix Theory),結合地緣政治視角,探討捷克產業、政府與學術三螺旋的互動模式、發展成效與台捷合作的戰略意義。
    本研究採文獻分析法與質性個案研究法,並導入「歐洲創新計分板」(European Innovation Scoreboard)指標,評估捷克三螺旋互動的成效與維謝格拉德集團(Visegrad Group)的區域相對競爭力。
    研究發現,捷克半導體三螺旋制度演變歷經三階段:共產時期的「國家主導型」、轉型陣痛期的「自由放任型」,再到加入歐盟後,特別是在《歐盟晶片法案》與捷克《國家半導體戰略》的推行下,已逐步朝向產官學積極重疊的「均衡模型」演進。在創新成果上,Codasip 的 RISC-V 晶片設計、捷克差異化半導體政策定位,以及捷克國家半導體集群的多元化合作,展現中小型國家在資源有限下突圍的獨特路徑。此外,根據 EIS 數據,捷克在 V4 國家中具相對優勢,惟跨部門人才流動仍是三螺旋整合之缺口。在捷克重啟半導體發展的因素層面,內在因素源於汽車工業供應鏈安全、產業升級與內部資源整合驅動;外在因素則受到全球供應鏈去風險化、歐盟資金支持與地緣政治契機催化。至於台捷合作層面,台灣扮演著「技術夥伴」、「民主盟友」與「均衡模型升級夥伴」多重角色,透過設立三大聯合研究中心及獎學金計畫,跨國補強了捷克三螺旋的制度缺口。台捷兩國在半導體價值鏈上形成「垂直互補」,台灣具備先進晶圓代工技術,捷克則聚焦功率半導體、 IC 設計與電子顯微鏡設備,此合作架構為「友岸外包」與「民主晶片」供應鏈的具體實踐,在穩定性、創新性與競爭力三層次發揮關鍵作用,對雙方在全球供應鏈重組下的戰略佈局具重要意涵。


    Against the backdrop of geopolitical competition and the restructuring of semiconductor supply chains, semiconductors have become a strategic asset closely tied to national security and technological self-reliance. This study examines the Czech semiconductor industry through the lens of Triple Helix Theory and geopolitics, focusing on the interactions among industry, government, and academia, as well as the strategic significance of Taiwan–Czech cooperation.
    Using document analysis, qualitative case studies, and European Innovation Scoreboard (EIS) indicator, the study evaluates the effectiveness of the Czech Triple Helix system and its competitiveness within the Visegrad Group (V4).
    The findings show that the Czech semiconductor industry has evolved from a etatistic model during the communist era, to a laissez-faire model after the Velvet Revolution, and subsequently toward a triple helix model of closer industry–government–academia collaboration following EU accession and the implementation of the European Chips Act and the Czech National Semiconductor Strategy. Innovation achievements, policy support, and collaborative networks have enabled the Czech Republic to develop a distinctive semiconductor pathway despite limited resources. EIS data indicate that the Czech innovation system performs relatively well within the V4, although cross-sector talent mobility remains a challenge.The revitalization of the Czech semiconductor industry has been driven by domestic needs for supply chain security and industrial upgrading, as well as external factors such as supply chain de-risking, EU support, and geopolitical opportunities. Taiwan serves as a technological partner, democratic ally, and industrial upgrading partner, helping strengthen the Czech Triple Helix system through joint research and talent development programs. With complementary strengths in the semiconductor value chain, Taiwan and the Czech Republic have established a form of friend-shoring cooperation that enhances stability, innovation, and competitiveness while supporting their strategic positions in a changing global supply chain environment.
